Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended. 

Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application. Failure to submit the Supplemental Questionnaire will result in disqualification.

Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.

COMMUNITY DEVELOPMENT AGENCY

THE POSITION

Planner I positions are located in the Planning Department of the Community Development Agency in Hayward.  Under supervision, incumbents are assigned the less difficult planning and zoning projects and/or assist higher level staff members with more complex projects.  Duties include:  assists in conducting background studies for the general plan; preparing and assembling maps, charts, tables, and reports; conducts planning, zoning and environmental studies and research; assists in the reviewing, processing, investigating and evaluating development applications of various types. 

MINIMUM QUALIFICATIONS

Either I    

Experience:  

 

The equivalent of one year of full-time experience as a Planning Technician I in Alameda County classified service.    

 

Or II    

Experience:  

 

The equivalent of six months of full-time experience as a Planning Technician II in Alameda County classified service.  

 

Or III  

Possession of a Bachelor's degree from an accredited college or university with a major in planning, or related field such as architecture, landscape architecture, geography, urban/environmental studies, economics, sociology, public management/administration.  If Bachelor's degree is not in a related field, major must show nexus to planning work experience.  

 

Special Requirements: 

Candidates may be required to possess and maintain a valid California Driver’s License and may be required to drive in the performance of duties.   On an as needed basis, it may be necessary for Planners to attend night and/or weekend meetings regarding projects that they are assigned.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:  

  • Principles of land use, city and regional planning and zoning administration.
  • Elementary aspects of public administration, economics and sociology.
  • Elementary statistical methods.
  • Basic GIS principles.

 

Abilities:  

  • Learning the principles, methods, and techniques involved in professional planning and zoning.
  • Making decisions, exercising judgment.
  • Planning and organizing.
  • Analyzing and problem solving.
  • Communicating effectively orally and in writing.
  • Interpersonal sensitivity.
  • Use basic GIS software.

EXAMINATION COMPONENTS

 

The examination will consist of the following steps: A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process which is a performance examination weighted as (30%) of the candidate’s final examination score or which will be qualifying only. Those candidates scoring highest on the written exam will move on to the next step in the examination process, an oral interview which will be weighted as (70%) of the candidate's final examination score. The oral interview may contain situational exercises. CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.  We reserve the right to make changes to the announced examination components.
