DESCRIPTION

THE DEPARTMENT:

The Alameda County Probation Department is an essential element of the County’s system of public protection and human services. The Department’s role is to reduce the impact of crime in the community by providing accurate, comprehensive and timely information and recommendations to the Courts, providing community-based sanctions and treatment for offenders, and working cooperatively with law enforcement agencies and community organizations with similar objectives. The Department provides a wide range of mandated and discretionary investigative, advisory, and supervisory services to adult and juvenile probationers pursuant to State law and the County Charter.

 

THE POSITION:

Under general direction, to plan, organize and direct the work of a major functional division of the Probation Department; to consult with and advise top level management on problems and needs within the division; to participate in community functions relating to the division's programs; and to do related work as required.

MINIMUM QUALIFICATIONS

Either I
Education:
Possession of a Baccalaureate degree from an accredited college or university (major in the Behavioral Sciences or closely related field).

And

Experience:
The equivalent of four years’ full-time supervisory experience which included at least two years in the class of Institutional Supervisor II or an equivalent or higher level class in the Probation Department of Alameda County.

Or II
Education:
Possession of a Baccalaureate degree from an accredited college or university (major in the Behavioral Sciences or closely related field).

And

Experience:
The equivalent of four years’ full-time, increasingly responsible managerial or administrative experience, which involved supervision of a major support function or program division at the level of Superintendent or an equivalent or higher level class in a Probation, Parole, Correctional Institution, etc.

License:
Possession of a valid California Motor Vehicle Operator's license.

Special Requirements:
Applicants must be at least 21 years of age at the time of appointment.
A good driving record according to DMV negligent operator guidelines and qualification for automotive insurance.

State law requires that persons appointed to positions in this classification be citizens of the United States or must have filed for citizenship one year prior to employment application deadline date and must meet all other minimum requirements for Peace Officer status (Section 1031 Government code).

A thorough background investigation will be made of prospective applicants. A record of any felony conviction will result in disqualification.

Fingerprinted for purposes of search of local, state and national fingerprint files to disclose any criminal record.

Found free from any physical, emotional or mental condition which might adversely affect the exercise of the powers of armed peace officer, as determined by a licensed examining authority in accordance with the California Government Code.

Within the prescribed time limit after date of appointment, satisfactory completion of training for probation officers as specified by the California Board of Corrections, Peace Officer Standards and Training PC 832 and any other training required under law.

May be required to be armed within course and scope of duties.

Willingness to perform work requiring irregular hours, holidays and weekends.


Physical Requirements:

Applicants must satisfactorily pass a thorough medical examination for Peace Officers and a psychological evaluation before job placement can take place.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:
• Principles, methods and techniques of administration, including the organization and management of modern probation services and institutional administration.
• Principles and application of Evidence Based Practices in both the juvenile justice and adult corrections field.
• Laws, codes and statutes relating to the functions, duties and prerogatives of the Deputy Probation Officer.
• Social, economic and psychological factors.
• Forces and trends relating to crime, delinquency and social adjustment.
• Techniques of budget and personnel administration.

Ability to:
• Plan and supervise the work of others.
• Plan, organize and direct a probation program.
• Analyze situations accurately and adopt an effective course of action.
• Write effectively and speak before professional and public groups.
• Prepare budget estimates and reports.
• Work effectively with a variety of individuals, outside agencies, etc.
• Effectively utilize self-defense techniques
• Effectively utilize a firearm

EXAMINATION COMPONENTS

The examination will consist of the following steps:

1. A review of the candidate's application, and response to the first question on the Supplemental Questionnaire, to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

2. A review of the candidate's response to questions two through four on the Supplemental Questionnaire to determine the best qualified; only the most suitably best qualified candidates will be invited to the oral interview process.

3. The oral interview will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.

All candidates who pass the oral examination must successfully complete the following:

  • BACKGROUND INVESTIGATION - includes a thorough check of police records, personal, military, and employment histories, and inquiry of persons who know you and evaluate whether you: respect the law and rights of others; are dependable and responsible; have demonstrated mature judgment in areas such as the use of drugs and intoxicants; are honest; and, are a safe driver.

After a conditional offer of employment has been accepted, appointees must successfully complete the following:

  • PSYCHOLOGICAL EXAMINATION - given by a licensed clinician. You will be evaluated on the psychological factors related to successful performance to determine if you are presently suited for the difficult and stressful job of Division Director.
  • MEDICAL EXAMINATION

Appointees must also satisfactorily complete a probationary period.
