Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application.  Failure to submit the Application or Supplemental Questionnaire will result in disqualification.

DESCRIPTION

ABOUT THE YOUTH AND FAMILY SERVICES BUREAU
The Youth and Family Services Bureau (YFSB) has a variety of programs, including the YFSB Mental Health Clinic and Reentry Clinical Case Management model, to support community members who are facing serious life challenges or who are in contact with the criminal justice system. Our programs offer low and/or free mental health and case management resources to Alameda County residents of all ages.

Licensed YFSB therapists and interns work with youth, children, adults, couples, and families.

THE POSITION
Under direction, the incumbent in this class is responsible for planning, organizing and directing the clinical functions of the Alameda County Sheriff’s Office Youth and Family Services Bureau; supervising staff assigned thereto; and serving as program representative to law enforcement staff in the absence of the Manager of the Youth and Family Services Bureau.
 
This is a clinical position located with the Youth and Family Services Bureau located in San Leandro.

THE IDEAL CANDIDATE
In addition to meeting the minimum qualifications, the ideal candidate will have demonstrated a successful track record of:

  • Demonstrated experience in the planning and direction of administrative and clinical aspects of programs for at risk youth, victims of crime, and formerly incarcerated juveniles, adults, and their families.  Experience providing clinical and administrative supervision of subordinate staff activities, including supervision of staff seeking professional licensure.
  • Remarkable organizational skills, including the ability to prioritize tasks and accomplish multiple projects simultaneously, take prompt action to achieve objectives as well as identify issues as they arise and address them proactively.
  • Effective leader with the capacity to effect change by aligning the goals and vision of the Alameda County Sheriff Office Youth and Family Services Bureau with the functions performed by Youth and Family Services staff.  Remains flexible and open to new ideas when supervising the unit and encourages others to do the same. Works to build team morale and ensures that team members keep the overall goals of the program at the forefront of their decision making.
  • Exceptional communication skills, both written and oral, and the ability to communicate effectively with diverse groups.  Able to establish effective work relationships with others.
  • Strong ability to identify and understand complex problems and concepts, apply logical thinking and quantitative methods to gathering and analyzing information, design solutions to problems, and formulate and articulate action plans.
  • Prudent decision making ability, with a history of choosing the appropriate courses of action by considering all implications and consequences, committing to action and ensuring successful implementation.
  • Experience working in a law enforcement or corrections environment; ability to function effectively in a structured work environment and adhere to established policy, procedure and protocol.
    Proficiency in billing & auditing services of Medi-Cal, private insurance and Medi-Cal Administrative Activities (MAA).
  • Strong computer skills including proficiency in Microsoft Word & Excel.

ABOUT THE ALAMEDA COUNTY SHERIFF'S OFFICE
The Alameda County Sheriff's Office is a full service law enforcement agency accredited through the Commission on Accreditation for Law Enforcement Agencies (CALEA) and the American Correctional Association (ACA). Additionally, the agency's health care provider, Prison Health Services, has dual accreditation through the National Commission on Correctional Health Care (NCCHC) and the California Medical Association (CMA). Together, these form what is referred to as the "Triple Crown" of accreditation (ACA, NCCHC/CMA and CALEA) awarded by the National Sheriff's Association. Additionally, the Sheriff's Office Crime Lab is nationally accredited by the American Society of Crime Laboratory Directors (ASCLD). The Sheriff's Office Explosive Ordinance Disposal Unit has also been awarded national accreditation through the Bomb Squad Commanders Advisory Board.

The Sheriff's Office has a current adjusted net budget of approximately $185.7 million and has over 1600 authorized positions, including in excess of 1000 sworn personnel. The agency's Chief Executive Officer is Sheriff / Coroner Gregory J. Ahern, who is assisted in the operation of the agency by Undersheriff Richard T. Lucia, Assistant Sheriff's Casey Nice and Dennis Houghtelling.

The Sheriff of Alameda County is responsible for a vast array of tasks and duties, including the following:

•     Providing security to the Consolidated Superior Courts
•     Operating the Coroner's Bureau
•     Operating a full service criminalistics laboratory
•     Performing Civil Process
•     Operating a County Jail (Santa Rita)
•     Operating the County Office of Emergency Services
•     Providing patrol and investigative services to the unincorporated areas of Alameda County
•     Pursuant to contractual agreements, providing patrol and investigative services to the City of Dublin, Peralta Community College District, Oakland-Alameda County Coliseum complex, Oakland International Airport, Highland County Hospital, Social Services, and to the Alameda-Contra Costa Transit District

•     Serving as the Executive Director of the Sexual Assault Felony Enforcement (SAFE) Task Force

MINIMUM QUALIFICATIONS

Either I  

The equivalent of one year of full-time experience in the classification of Youth and Family Services Lead Therapist in the Alameda County Classified Service.  

 

Or II  

 

Education:  

Possession of a Master’s or Doctoral degree from an accredited college or university in social work, marriage and family therapy, clinical psychology, counseling psychology, counseling, or a closely related field.    

 

AND    

 

Experience:  

The equivalent of two years of full-time, post-licensure work experience  performing duties comparable to those performed by incumbents in the class of Youth and Family Services Lead Therapist in a law enforcement setting, outpatient facility, hospital or other clinical or agency setting.

 

 

License:  

Possession of a valid clinical license in Marriage Family Therapy (LMFT), Licensed Clinical Social Work (LCSW), Clinical Psychology, or Licensed Professional Clinical Counselor (LPCC), issued by the applicable licensing authority: California Board of Behavioral Sciences or California Board of Psychology.   Some positions in this class may require possession of a valid California Motor Vehicle Operator’s license.    

 

Special Requirements:

In compliance with the Administrative Simplification provision of the Health Insurance Portability and Accountability Act of 1996 (HIPAA), employees in this classification are required to possess a National Provider Identifier (NPI) number prior to their first day on the job.   Appointees to this class must be eligible under Section 1833.1 of the California Code of Regulations to be certified by the Board of Behavioral Sciences to serve as clinical lead to graduate interns seeking clinical licensure.   Prior to appointment to this class, prospective appointees must pass a comprehensive background investigation conducted by the Alameda County Sheriff’s Office

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:  

  • Principles of effective management and personnel supervision.
  • Principles, practices, funding sources and administrative requirements in the program area.
  • Principles and practices of program planning and evaluation.
  • Practices and techniques of programmatic analysis and report preparation.
  • Office administrative practices and procedures.
  • Computer applications related to the work.
  • Basic budgetary and financial record keeping techniques.   
  • Crisis intervention and intake procedures.
  • Theory, principles and techniques of counseling and/or psychotherapy.
  • Social, emotional and behavioral aspects of mental disorders, emotional disturbances and at-risk behavior characteristics exhibited by youth.
  • Principles of maturation, social adjustment, human/child development, normal and abnormal behavior and general psychology.
  • Psychotherapy, case management and other methods of counseling, including but not limited to therapy with children, adolescents, families, couples and groups.
  • Scope, activities and functions of the various mental health facilities including but not limited to public and private community agencies concerned with mental health.

  • Perform crisis intervention and crisis intake.
  • Apply clinical and case management principles and concepts.
  • Develop effective and productive therapeutic relationships with clients.
  •  Secure and systematically record accurate social and personal data.
  • Maintain necessary statistics and prepare comprehensive statistical reports.
  • Utilize community resources in case management.
  • Work effectively with law enforcement staff in the handling of dispute and/or crisis calls.
  • Establish and maintain effective and professional relationships and work effectively with others.
  • Represent the Sheriff’s Office and the Youth and Family Services Bureau in meetings with others and make effective presentations to diverse groups.
  • Write and speak effectively.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

2) A review of candidates’ supplemental questionnaires to select the best qualified applicants to continue in the process.

3) An oral interview which will be weighted as 100% of the candidate's final examination score.  The oral interview may contain situational exercises.
