Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended. Applications will only be accepted online.

Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Failure to submit the Supplemental Questionnaire will result in disqualification. Supplemental questionnaire will be used to further verify minimum qualifications

DESCRIPTION

THE AGENCY

Treasurer-Tax Collector Department's mission is to provide County departments and all other depositing agencies with secured and convenient countywide central banking facility and countywide treasury administration services, including the investment of monies on deposit with the Treasurer in the Treasurer's Investment Pool, provide real estate and personal property tax billing and collecting services, provide business licensing services in the unincorporated areas of the County, and provide in-house administration of the County's deferred compensation plan programs for eligible employees.

THE POSITION

Under general supervision, performs office and field audits to determine liability for business licenses and other taxes; performs field examinations and research related to tax auditing; prepares audit supporting documentation and reports; Also conducts canvassing to locate and identify non-compliant businesses which are conducting business without a business license in unincorporated Alameda County.

MINIMUM QUALIFICATIONS

Either I
Experience:

The equivalent of one year of full-time experience in the class of Auditor in the Alameda County classified service.

Or II

Experience:

The equivalent of two years of full-time professional accounting or auditing experience, or the equivalent of one year of full-time accounting/auditing experience in a City or County business license office.

Or III

Education:

A bachelor’s degree in accounting from an accredited college or university and a minimum of one year of auditing experience. 

License:

Possession of a valid California Motor Vehicle Operator's license.

Special Requirement

Must be available to attend business related conferences both on a single day and multiple day conferences, both locally and with travel, including overnight stays.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:
  • Principles and practices of accounting, including procedures, systems, financial statements and methods of reporting.
  • Principles and practices of auditing.
  • Principles and practices of business computer applications, including audit controls and terminology.
  • Legal and procedural guidelines for accounting and financial transactions and record keeping and interpretation of business and utility users tax regulations.
  • Alameda County Business License and Utility Users Tax Ordinance.
Ability to:
  • Prepare clear, concise and complete statistical and financial reports.
  • Evaluate financial statements, accounts and reports to ensure compliance accurate reconciliation of data.
  • Apply recognized auditing quality assurance standards to auditing assignments
  • Interpret and explain County business license and utility use's tax regulations
  • Perform comparative analyses of financial data and reports and arrive at correct conclusions.
  • Establish and maintain effective working relationships with those contacted in the performance of required duties.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF the following steps: 1) A review of candidates' application and suppplemental questionnaire to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. 2) A situational exercise will be weighted as 60% and an oral interview which will be weighted as 40% of the candidate's final examination score. The oral interview may contain situational exercises. CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION. We reserve the right to make changes to the announced examination components.
