Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service (non-classified includes the District Attorney’s Office, the Medical Center, and the Superior Court) by May 20, 2019. A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

THE HUMAN RESOURCE SERVICES DEPARTMENT:

THE POSITION:

 

Under general direction to supervise, plan and direct the activities of a group of subordinates engaged in professional, paraprofessional and/or technical work relating to planning and coordinating program and administrative services, developing and implementing program and administrative goals and ensuring compliance with Department/Agency policies and procedures, payroll and performing related duties as required.  This position supervises professional, technical and support staff in both line and staff service areas which provide support functions to a large human resources department within a Department/Agency. Incumbents report to either a Human Resources Manager or Senior Department Personnel Officer. This class is distinguished from other supervisory clerical and administrative classifications by its responsibility for complex and specialized department or agency-wide Human Resources procedures requiring the development, interpretation and application of County Charter, MOU, Payroll, Civil Service Rules and policy requirements relating to the human resources management activities of the department or agency.

 

IDEAL CANDIDATE

In addition to meeting the minimum qualifications stated below, the ideal candidate will have demonstrated a track record of success in the following areas:

  • A computer savvy individual with proven experience working with automated applicant tracking systems and databases and the ability to set up systems to collect and analyze data;

  • A collaborative team member who is able to work with a variety of stakeholders to identify; opportunities and take action to build and maintain key relationships to help achieve business goals;

  • An adaptable and flexible professional who consistently maintains effectiveness when experiencing changes in work processes and procedures, work assignments, and personnel;
  • Someone who demonstrates both initiative and a strong attention to detail, who can identify opportunities and issues, and proactively act and follow-through to obtain results;
  • A planner, who organizes and manages the work of a team, ensure that work is completed efficiently;
  • A customer focused professional who effectively meets customer needs and applies a customer centered approach; and
  • A problem solver who demonstrates strong skills in strategically and creatively exercising good judgment when making effective decisions, and formulating and articulating action plans proactively and collaboratively.

MINIMUM QUALIFICATIONS

- Either I

The equivalent of three years of full-time experience as a Human Resources Assistant I or II or in an equivalent or higher level class in the Alameda County classified service performing duties related to Human Resources. (Non-classified includes District Attorney’s Office and Hospital Authority.)

Completion of the Alameda County Management Academy “Management & Supervision Certificate Program” may substitute for six (6) months of the required qualifying experience.

The equivalent of four years of progressively responsible full-time clerical and/or paraprofessional administrative or program support experience working with human resources policies, procedures and practices in a human resources operation of a large organization, which would have enabled the applicant to acquire the abilities and knowledge listed below, which at least one year included responsible supervisory experience. Substitution: A Bachelor’s degree in Business Administration/Management, Public Administration, or Human Resources Management will substitute for two years of the required experience. 

NOTE: Previous supervisory experience and experience working with automated applicant tracking systems is desirable.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

• Principles and practices of employee supervision and training.
• Principles and practices of public administration and management.
• Principles and practices of the specific program areas to which assigned.
• Principles and practices of contract development, negotiation and monitoring.
• Principles, practices and techniques of administrative and programmatic research and analysis.
• Functions of County government and applicable governing principles, MOU, Civil Service Rules.
• Applicable federal, state and local laws, rules and regulations and County and program policies and guidelines related to the program area.

Ability to:

• Plan, assign, supervise, review and evaluate the work of others.
• Train staff in work procedures and provide technical and administrative support
• Administer and coordinate human resources management programs and services; coordinate individual and group efforts.
• Foresee and analyze operational and/or administrative problems, consider alternatives and recommend sound solutions.
• Develop, monitor and analyze budgets and program performance.
• Supervise administrative and programmatic research and analysis.
• Analyze, interpret and apply various regulations and requirements.
• Organize, manage and monitor cases and maintain accurate files, records and statistics; write and interpret reports.
• Analyze information and situations and use sound independent judgment to make decisions and determine appropriate courses of action.
• Deal tactfully and effectively with a diverse workforce
• Establish and maintain effective and cooperative working relationships with those contacted in the course of the work.
• Communicate effectively orally and in writing with people of diverse backgrounds and cultures.

EXAMINATION COMPONENTS

The examination will consist of the following steps:

  1. A review of the applicant's applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. An oral interview which will be weighted as 100% of the candidates’ final examination score. The oral interview may contain situational exercises.

Candidates must attain a qualifying rating on each portion of this recruitment.
