Contract Compliance Officer

Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

Application and Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Failure to submit the Application or Supplemental Questionnaire will result in disqualification.

DESCRIPTION

THE AGENCY
Alameda County's General Services Agency delivers a host of support services to County departments and agencies. These services fall into several major categories: Technical — architectural, engineering, energy and hazardous materials management; Building Maintenance — building maintenance and repairs, janitorial services and minor remodeling and alterations; Construction — new facilities and major remodeling; Procurement — purchasing and contract administration; Fleet Services; Childcare Planning; Human Resources, Payroll, Information Systems and Parking Administration. The mission of the GSA is to provide high quality, cost effective, and timely support services for County departments and other public agencies, so they can better serve the public and business community.

 

THE POSITION

Under general direction, to implement and administer a program of compliance with equal opportunity regulations and policies for construction, procurement and professional services contracts; to conduct outreach to the local, small, women- and minority-owned business community; to monitor effective compliance through appraisals, inspections, investigations and meetings; to recommend appropriate action to effect compliance and to seek appropriate measures for non-compliance; and to perform related duties as required.

MINIMUM QUALIFICATIONS

Either I

The equivalent of two years of full-time experience at a level of or higher than the class of Administrative Specialist II in the Alameda County classified service. 

Or II

The equivalent of four years of full-time, increasingly responsible experience in the field of construction management, contract compliance, affirmative action or industrial relations which includes oversight and coordination of outreach and contract administration projects.

License:

Possession of a valid California Motor Vehicle Operator’s license.

Other Requirements:

Must be willing to travel to various locations within and outside the County and attend meetings/events outside of the standard business hours.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

• Employment and labor practices and minority business conditions in the Bay Area.
• Codes, statutes and laws related to equal employment opportunities.
• Practices of procurement and of affirmative action administration.
• Codes, statutes and laws related to the Public Contracting Code and various Federal, State and local regulations.
• Procedures and guidelines used to investigate employment and business practices.
• Business and political networks within the community.
• Contract administration and management.
• Computer databases and applications related to the work.

Ability to:

• Understand, interpret and apply legislations, laws, rules, and regulations.
• Analyze operations and procedures in order to improve and make recommendations.
• Plan, organize and direct programs with department staff, union representatives and members of the minority business community.
• Establish effective working relationships with coworkers and members of the community.
• Speak effectively before groups.
• Keep abreast of developments in the field of Contract/Labor Compliance.
• Set up methods for effective monitoring of projects from inception through completion.
• Prepare clear and concise reports and provide meaningful analysis of the information.
• Use applicable computer databases and applications related to the work.
• Assign and supervise the work of other employees.
• Maintain effective communication and working relationship with governing boards, contractors and a variety of management positions while maintaining objectivity amongst all groups.
• Address delicate or sensitive issues in a tactful, effective manner.

EXAMINATION COMPONENTS

The examination will consist of the following steps:
1. A review of the candidates’ applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
2. A review of the Supplemental Questionnaire to determine the best qualified; only the most suitably best qualified candidates will be invited to the oral interview process.
3. An oral interview which will be weighted as 100% of the candidate's final examination score.  The oral interview may contain situational exercises.

Veterans’ Preference
Each applicant entitled to veterans’ preference as provided in the Alameda County Civil Service Rules who has served in the armed forces of the United States during a war or campaign as defined by Section 1897 of the Government Code of the State of California and who has been discharged or released under honorable conditions and wishes to claim such preference shall do so by presenting proof of his/her honorable discharge (DD214) from the armed forces of the United States, showing the dates of his/her military service. Each applicant entitled to Disabled Veterans’ points as provided in the Alameda County Civil Service Rules, who wishes to claim such preference shall additionally present proof of military-connected disability from the United States Veterans Administration.

U.S. military veterans (including applicants already employed by the County of Alameda) intending to claim preferential consideration pursuant to Alameda County Civil Service Rules must present proof of honorable discharge or release (DD Form 214) concurrent with this application but in no event later than the final step in the recruitment process (usually the oral interview.)

To claim veteran’s preference, proof must be presented during check in on the date of the applicant’s scheduled performance examination. Failure to submit proof by this date will forfeit the applicant's claim to veterans' preference in such examination. 

Candidates will be required to present a valid photo I.D. for admittance to each phase of the examination, i.e., driver's license, military I.D., Passport, or California Department of Motor Vehicle's I.D. card.
