THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended. Qualified applicants must be current county employees and have completed, by the last day for filing, the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service.  A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

DESCRIPTION

THE COUNTY

Alameda County, located on the east side of San Francisco Bay, is California's seventh-largest county.  The County employs 9,700 full-time employees and operates on an annual budget of $3.4 billion.  Oakland, the County seat, is California's eighth largest city.  One and a half million people call Alameda County home and live in a variety of incorporated cities, unincorporated communities and rural areas.  As a major urban county, Alameda provides a full range of services to its citizens.  The County is a blend of culturally and ethnically diverse communities, and its mixture of cosmopolitan and suburban areas provides the perfect environment for families and their active lifestyles.  The County offers extensive cultural resources, countless recreational opportunities and an array of fine public and private colleges and universities.  

 

THE REGISTRAR OF VOTERS

The Registrar of Voters is responsible for registering voters and conducting Federal, State, County, special and local elections. The Registrar prepares the published notices of elections and lists of offices for which candidates are to be nominated. It is the Registrar's duty to accept and check the nominating petitions of candidates for office; prepare and print official and sample ballots in various languages; mail sample ballots to registered voters; recruit election officers and polling places; and provide the roster and street index and other supplies for use by the election officers at the polls.

 

The Registrar of Voters is also required to establish and revise voting precincts, provide for the tabulation of returns on election night, and conduct the official canvass of votes cast. In addition to elections, the Registrar is required to check the signatures on initiative, referendum and recall petitions. Finally, the Registrar is required to provide outreach services to maintain voter registration at the highest level possible.

THE POSITION

Under direction, plans, organizes, and directs major phases of the work in either the Voter Services Division, or the Election Services Division of the Registrar of Voters office; assists with the establishment and implementation of elections policies and procedures, manages subordinate staff, and performs related work as required.

 

Election Division Manager incumbents manage and/or coordinate, through subordinate supervisors, the work of both permanent and seasonal personnel in either the Voter Services or Election Services Division of the Registrar of Voters office.

 

Incumbents assigned to the Voter Services Division are responsible for the oversight of the Poll Worker Recruiting, Registration, and Vote by Mail units, and have primary responsibility for voter outreach activities, training, and participating in the Registrar of Voters public forums.

 

Incumbents assigned to the Election Services Division are responsible for the oversight and evaluation of polling locations, establishing and maintaining polling site contracts with property owners, assembling supplies and distributing voting equipment for use at the polls.

 

This classification is distinguished from the lower level class of Supervising Elections Technician in that it has direct responsibility for all aspects of elections programs, while the latter functions as a first line supervisor with responsibility of the staff and the systems or programs for one of the major functional units. The class is further distinguished from the higher-level class of Deputy Registrar of Voters, in that the latter has responsibility for the management of one or more divisions within the department.  

 

THE IDEAL CANDIDATE  

In addition to meeting the minimum qualifications and knowledge and skills below, the ideal candidate will:

 

  • Have demonstrated experience in an Elections Department with responsibilities for overseeing, verification and supervision of staff performing duties in support of election activities.
  • Possess advanced knowledge of applicable Federal and State laws, regulations, codes and procedures related to elections and voting activities.
  • Be able to apply knowledge to all levels of voting activities and provide relevant training to staff.
  • Possess effective supervisory skills with the ability to identify employees needing guidance and extra support and mentor employees by identifying applicable training and sources of support to help employees achieve satisfactory levels of performance.
  • Be able to interact and remain adaptable with diverse stakeholders, including City Clerks, Elected officials, Secretary of State staff, and voters in such a manner that instills trust and confidence; while also successfully fulfilling the mission and goals of the Registrar of Voters Office.
  • Be an effective communicator with the ability to deliver clear and concise information, reports, presentations, and guidance both orally and in writing.
  • Be a critical thinker with the ability to quickly identify and analyze processes and issues and choose and implement effective solutions
  • Be able to independently manage tasks for self and others and effectively follow-up on projects, tasks, and assignments in support of Statewide elections.
  • Remain flexible, open and positive while meeting strict deadlines and working long hours during elections.
  • Establish and maintain an effective process to monitor, collect and review work while ensuring that work is of high quality.

MINIMUM QUALIFICATIONS

Either I
Experience:
The equivalent of one (1) year full-time experience in the class of Supervising Elections Technician or an equivalent or higher-level class in the Alameda County classified service.

Or II
Experience:
The equivalent of three (3) years of full-time paid experience in an Election’s Department within the State of California which included the equivalent of two (2) years of full-time experience supervising elections’ activities.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the "Examples of Duties" section of this specification.

The most suitably qualified candidates will possess the following competencies:

EXAMINATION COMPONENTS

The examination will consist of the following steps: 1) A review of candidates' applications to verify possession of minimum requirements. 2) Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process, an oral interview examination which will be weighted as 100% of the candidate's final examination score. The oral interview examination may contain situational exercises.
