Application Systems Engineer II

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application.  Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.  Failure to submit the Supplemental Questionnaire will result in disqualification.

ITD’s Application Systems Group offers a variety of application development services. We can design, build, support and implement web apps, mobile apps for Apple and Android devices, enterprise apps such as PeopleSoft Financials and HRMS, custom apps using various modern and legacy technologies like JAVA, JavaScript, .NET, HTML, C#, Web API, MVC, Entity Framework, PHP, COBOL, etc. and cloud based or SAS solutions. ITD has developed and supports dozens of enterprise class custom applications for the various County departments and agencies, as well as several regional applications serving many of the Bay Area counties and local governments. We bring together our understanding of your business, technical expertise, and project methodology to deliver superior technology solutions within agreed up on timeline and budget.



This series specification describes classifications which contain four career tracks; Engineer, Systems Analyst, Business Analyst and Quality Assurance. These tracks are not completely distinct and while incumbents may specialize in one area, they may be expected to perform duties in some or all areas.

Under direction, provides advanced technical acumen; to assist with the architecture and design of business solutions, and to develop and support the County’s information systems.  Application Systems Engineer IIs are responsible for providing advanced level contribution in the analysis, design, development, and implementation of enterprise class, multi-tier systems and projects; and perform related duties as required.

The class of Application Systems Engineer II is a multi-disciplinary journey level class in the Application Systems Engineer series.
May act as a lead and be responsible for mentoring and prioritizing the workload of lower level classifications.


In addition to meeting the minimum qualifications and knowledge and skills below, the ideal candidate will:

        customers and vendors.

        interested parties.

·         Industry standards practices for the software development life cycle.



Possession of a Bachelor’s degree from an accredited college or university with a major in MIS, Computer Science, Computer Engineering, or a closely related field.


The equivalent of two (2) years full time experience designing, developing, analyzing, supporting and implementing complex software systems.



The equivalent of five (5) years full time experience designing, developing, analyzing, supporting, and implementing complex software systems.


NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.


The most suitably qualified candidates will possess the following competencies:

  • Create, analyze, and validate detailed functional specifications. 
  • Facilitate design sessions with the enterprise software development team to define the solution. 
  • Communicate effectively, both orally and in writing. 
  • Provide technical support to customers, users, and team members. 
  • Establish and maintain effective working relationships with management, internal support units, customers and vendors. 
  • Demonstrate creativity and expedition in resolving complex technical issues.


The examination will consist of the following steps: 1) A review of candidates' applications to verify possession of minimum requirements. 2) Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process which is a review of candidates' Supplemental Questionnaires to select the best qualified applicants to continue in the process. 3) Those candidates selected as best qualified will move on to the next step in the examination process, an oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.

**The combined oral examination/hiring interview, in addition to establishing an eligibility list, may serve as the final selection interview for vacancies in this classification.
