Established in 1991, the Alameda County Healthy Homes Department has become a national leader in childhood lead poisoning prevention and healthy homes programs, combining health, environmental and residential hazard reduction services under one umbrella.

The Alameda County Healthy Homes Department's unique multidisciplinary approach serves the community in order to eliminate environmental lead contamination, prevent childhood lead poisoning and improve health outcomes by addressing housing problems. The Program provides case management of lead poisoned children, community outreach and education, training, lead hazard reduction services, healthy homes interventions, and consultations.  More information on what our department provides can be found here:

Under general supervision, incumbents in this class are responsible for marketing and promoting housing rehabilitation programs available through the Community Development Agency’s Healthy Homes Department; coordinating various aspects of emergency repairs in single-family homes and mobile homes; conduct Housing Quality Standards inspections; preparing and/or processing required documentation and performing related duties as required.

The Healthy Housing Rehabilitation Technician is a single classification that works under general supervision and is responsible for performing a scope of technical and paraprofessional duties for rehabilitation activities and projects. has a thorough knowledge and proficiency in the most critical and difficult aspects of healthy housing principles and housing rehabilitation.


In addition to meeting the minimum qualifications stated below, the ideal candidate for this position will be able to:

Work independently within program guidelines;
·        Manage appointments and tasks to ensure that inspections and projects are completed in a timely
       and efficient manner;
·        Complete assessments of housing deficiencies, prepare repair work orders, and inspect housing
       repair work;
·        Prioritize and balance housing needs with program requirements and resources;
·        Communicate effectively in oral and written communication with a diverse client base and contractor
       pool to gather information, explain program requirements and services, and resolve problems;
·        Attend to details in order to obtain required information, prepare program documentation, and review
       contract invoices for accuracy and completeness.
·        Work with team members and contractors to ensure projects are completed in a timely manner.

Either I

Graduation from the 12th grade, or possession of a GED, AND, the equivalent of one-year of full-time experience performing construction-related duties identified in Examples of Duties above.


Graduation from the 12th grade, or possession of a GED, AND, the equivalent of one-year of full-time journey-level experience in the construction trades.


All candidates must possess a valid California Class "C" Driver's license and be willing and able to drive.

Special Requirements:

• Lift up to 25 pounds safely.
• Climb ladders or steps to reach objects.
• Work from scaffolds at various heights, within reason, to perform work.
• Travel across rough, uneven or rocky surfaces.
• Work in a variety of weather conditions with exposure to the outdoor elements.
• Have dexterity sufficient to handle simple, basic hand tools.
• Drive safely and skillfully.
• Conduct inspections in areas inhabited by domestic animals.

The most suitably qualified candidates will possess the following competencies:

• Basic home inspection procedures.
• Data collection methods.
• Basic understanding of construction methods and materials.
• Basic estimating procedures.
• Basic word processing.

• Track details and keep a variety of projects moving forward at the same time.
• Effectively explain housing repair programs to individuals from a wide range of social and economic backgrounds.
• Communicate effectively orally and in writing.
• Analyze and problem solve.
• Demonstrate decision making, judgment, planning and organization.
• Learn and use computer applications related to the job.
• Exercise sound judgment and decision-making, take initiative.
• Handle a variety of projects at once while maintaining organized files on each project.




1.   A review of candidates' application and supplemental questionnaire to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the testing;

2.   An oral examination which will be weighted as 100% of the candidate's final examination score.  The oral interview may contain situational exercises.    


Candidates must attain a qualifying rating on each portion of this examination.
