Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended. Applications must be in the possession of the Human Resource Services Department by 5:00:00 p.m. on the Last Day for Filing. Applications will only be accepted online.

Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00:00 p.m. on the Last Day for Filing. Failure to submit the Supplemental Questionnaire will result in disqualification.

DESCRIPTION

ABOUT THE ALAMEDA COUNTY LIBRARY

The Alameda County Library provides library services from ten libraries in the cities of Albany, Dublin, Fremont, Newark and Union City and the unincorporated communities of Castro Valley and San Lorenzo. Additional services are provided through Mobile and Outreach Services, Education and Literacy Services, and Social Justice Services.

The County Library was established in 1910 and is governed by the Alameda County Board of Supervisors. The Alameda County Library Advisory Commission advises County Librarian, Cynthia Chadwick, and the Board of Supervisors on library services.

The County Library is funded primarily by local property taxes, with additional revenue from State grants and contracts with cities for additional open hours and services.

The Board of Supervisors allocates a portion of a utility users and business license tax which is collected only in the unincorporated areas of the County to the Library for service to the unincorporated areas. The Alameda County Library Foundation and active Friends of the Library or Library League groups in each community support library programs and services. DISTINGUISHING FEATURES

Incumbents in the class of Librarian III are distinguished from incumbents in the class of Librarian II in that the former has a specialized knowledge of a unique subject or directs the course of a special program of service. Their assigned responsibility is either for system-wide collection development in that field of knowledge or community-wide implementation of a designated special service. Incumbents in the class of Librarian III are distinguished from incumbents in the class of Librarian IV in that their responsibility is limited to consulting, and their expertise is directed toward the knowledge of the materials or direction of the course of the designated special service. The classification of Librarian III is not considered to be supervisory.

 

CURRENT VACANCIES

The immediate vacancies for this position are in the Technical Services unit of the County Library, responsible for the selection of materials that meet the needs of diverse community groups across various age levels and formats. Librarians will be responsible for selecting materials for all ages, including community languages, and for the purchase and maintenance of library databases. The Librarian III positions will be responsible for selecting materials for Community Libraries, Mobile and Outreach Services, Social Justice Services, Education and Literacy Services, and the Virtual Library.

These positions are ideal for Librarians who have a passion for learning about how to meet their community's needs through materials, make data-driven decisions, understand the dynamics of vendor relationships, and can maintain large budgets.

MINIMUM QUALIFICATIONS

Either I

The equivalent of one year of full-time experience as a Librarian II, having developed specialized knowledge in a particular field in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

Possession of a master's degree in Library Science awarded by a college or university accredited by the American Library Association,

AND

The equivalent of two years’ full-time, responsible professional library experience, having developed a unique specialized knowledge in a particular field.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

• Principles and practices of librarianship, including those for bibliographic entry reference work and cataloging.
• Public library programs and their relationship to community needs.
• Books, periodicals in general use, common indexing services.
• Specialized source materials in a given area.

Abilities:

• Planning, managing and organizing the development of a small specialized collection.
• Analyzing and problem solving.
• Providing guidance to staff and volunteers.
• Working harmoniously and effectively with the public and staff members.
• Preparing written reports.
• Communicating effectively, both orally and in writing.
• Speaking effectively about library materials and services to community groups.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process.

3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
