Introduction

THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service by Tuesday, August 20, 2019.  A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application.  Applications and supplemental questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.

DESCRIPTION

THE AGENCY

Alameda County General Services Agency (GSA) delivers a host of logistical support services to County agencies and partners from maintenance of facilities and County fleet to energy and environmental management services, capital project management, procurement services, and clean commute and recycling programs. The GSA Community strives not only to provide these services but to also facilitate collaborative and innovative approaches in its efforts.

 

While the GSA Community largely focuses on support services for Alameda County departments and other public agencies, the work has a direct impact on the communities. GSA builds structures such as libraries and youth centers that transform communities, provides opportunities for local businesses, and works towards ensuring that County work practices minimize negative impacts to the environment. THE POSITION

Under general supervision, installs, maintains, programs, calibrates, repairs and replaces digital and analog electrical equipment, machinery, switchgear, controllers and associated equipment and instrumentation used in power and mechanical control systems; coordinates the activities of energy efficiency projects of the General Services Agency; monitors the activities and progress of consultants, contractors, sub-contractors, vendors and suppliers; and performs related duties as assigned.

MINIMUM QUALIFICATIONS

EITHER I

Experience:

The equivalent of four years in the class of Stationary Engineer, GSA or Electrician in the Alameda County classified service.

OR II

Experience:

The equivalent of six years of experience in installing, maintaining, programming, repairing, calibrating, and replacing power and mechanical controls equipment.

OR III

Education and Training:

Any combination of education or training, substituted on a month-for-month basis, in the field of power and mechanical controls totaling six years.

AND

License:

Possession of a valid California Motor Vehicle Operator's license.

 

Special Requirements:

Must be able to obtain and maintain security clearance.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

• The principles, methods, tools and equipment used in installing, maintaining, programming, calibrating, repairing and replacing power and mechanical controls equipment and ancillary equipment
• Distributed energy systems (DER)
• Programming related to power and mechanical controls
• Safety and preventative maintenance requirements for power and mechanical controls
• Control testing equipment
• Occupational safety standards, practices and procedures required by federal, state and local regulations and laws related to power and mechanical tools and equipment


Ability to:

• Program, install, maintain, calibrate, repair and replace power and mechanical controls
• Develop and create graphic pages
• Interpret and work from technical sketches, drawings and diagrams for power and mechanical equipment and controls
• Establish and maintain effective working relations with County employees and the public
• Document control sequences
• Provide consultation and assist in training
• Perform arithmetic calculations and data review as required by the job

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:
1)  A review of the candidates' application and supplemental questionnaire to verify possession of minimum qualifications.  Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process, the oral interview.
2)  The oral interview will be weighted as 100% of the candidate's final examination score.  The oral examination may contain situational exercises.

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.

*The combined oral examination/hiring interview, in addition to establishing an eligibility list, may serve as the final selection interview for vacancies in this classification.
