Current employment and completion by (March 8, 2020), of the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service (non-classified includes the District Attorney’s Office, the Medical Center, and the Superior Court) is required for participation in this promotional examination.  A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

DESCRIPTION

THE INFORMATION TECHNOLOGY DEPARTMENT

The Information Technology Department (ITD) is the central technology support for the County’s agencies and departments who serve our communities. THE POSITION

Under general direction, to plan, direct and manage the activities of one or a combination of the major functions of the Information Technology Department (ITD).  The Senior Technical Services Director is responsible for overseeing the successful delivery of all services under their assigned section(s) from kickoff to closeout, including determining scope details and monitoring the progress to ensure it conforms to customer expectations and contractual agreements. Incumbents are also responsible for the supervision and performance evaluation of staff; coordination of subordinate activities with other senior managers in the department, ensuring the consistency of goals, policies, technical and administrative procedures and management direction; and performs other related work as required.

 

IDEAL CANDIDATE

History of providing outstanding customer service by partnering with a variety of business clients to understand business strategy and ensure technology solutions are prioritized and aligned with the business need.  Proven track record of implementing technology solutions that require ingenuity, innovation, and the application of new technology and platforms.  This role requires the ability to move easily between infrastructure and applications projects and operations.

MINIMUM QUALIFICATIONS

EITHER I  

Experience:  

The equivalent of two (2) years in the class of Technical Services Director or Infrastructure Services Manager in the Alameda County service.    

OR II  

Experience:  

The equivalent of seven (7) years of recent full-time, increasingly responsible experience in technology services including at least four (4) years of supervisory experience, two (2) years of which must have been as a senior manager of a large professional staff of engineers and analysts in a large technology environment.    

 

NOTE:    The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

NOTE: The most suitably qualified candidates will possess the following competencies:

Knowledge of:

  • Principles and techniques of supervision, personnel management, and administration.
  • Best practices for delivering excellent customer service and account management.
  • Principles of technology project management.
  • Principles of planning and control as applied to a large enterprise installation.
  • Budgeting methods for estimating revenue and expenditures; relationship of budgeting to policy making.
  • Principles of application development, network management, data center and cloud operations, software development lifecycle and methods for cost effective evaluation of projects.
  • Data organization and access methods.
  • Estimating methods for equipment costs, production costs and systems benefits.
  • Relationships of policies and procedures to staff productivity and morale.
  • Standard practices for systems development and documentation.
  • Methods of workload management and data driven decision making for operational efficiencies.
  • Developments and trends in technology.  

Ability to: 

  • Plan, organize, direct and lead staff including management and technical personnel.
  • Build strong positive working relationships with internal and external partners, staff, and management.
  • Utilize data to make sound business decisions.
  • Formulate application and infrastructure strategy to meet departmental goals, develop schedules, work plans and cost controls. 
  • Direct, coordinate, and evaluate the work of staff for maximum productivity. 
  • Motivate the staff and create a high performance team.
  • Assess workload based on measurable data of sections and activities; reassign staff and evaluate and modify work assignments as necessary.
  • Communicate complex technical concepts, problem solutions and project progress and needs in a timely and understandable fashion to non-technical policy-makers in the County. 
  • Identify and analyze problems; draw logical conclusions, develop effective courses of action. 
  • Analyze the impacts of technology solutions to end users and understand their needs. 
  • Apply principles of cost benefit analysis and cost effectiveness to project and operational activities. 
  • Gather and analyze data, draw sound conclusions, prepare clear, concise written reports, and make effective verbal presentations.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process.

3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
