THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

 Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service (non-classified includes the District Attorney’s Office, the Medical Center, and the Superior Court) by Friday, August 7, 2020

 

A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

Qualified bilingual persons who speak English and are also fluent in Spanish, Chinese, Vietnamese, Cambodian, Laotian, Korean, Mien, Tagalog, Amharic, Farsi, Dari, Tigrigna, Russian, Romanian or Sign Language are especially encouraged to apply.  There is an additional bi-weekly compensation for persons in positions designated bilingual.  Qualified candidates may be tested to demonstrate language proficiency. 

 

DESCRIPTION

THE DEPARTMENT

The Assessor’s Office provides mandated assessment services performed in accordance with the California Constitution, Revenue and Taxation Code, Government Code, and State Board of Equalization guidelines and directives. The primary mandated services of the Assessor's Office include: locate and identify the ownership of all taxable property in Alameda County; determine the taxability of all property; determine the re-appraisability of property changing ownership or having new construction added; annually assess all real estate in accordance with the provisions of Article XIIIA of the State Constitution (Proposition 13); annually assess all taxable personal property at its fair market value; determine and apply all legal exemptions against these assessments; and surrender an accurate assessment roll to the Auditor's Office prior to July 1st each year.  To learn about other major functions of the Assessor's Office please visit the Assessor’s website at: http://www.acgov.org/assessor.

THE POSITION

The Assessor’s Office is currently seeking a Senior Assessor's Technician to contribute enthusiastically to its mission to provide timely and accurate appraisal services in a manner resulting in fair and equitable treatment for all Alameda County taxpayers.  Assessor Technicians, under varying levels of supervision in the Office of the Assessor, review and examine a variety of recorded documents regarding changes of ownership and transfer of properties, examine a variety of source documents for correctness and conformance with Assessor’s standards; and perform related duties as required. IDEAL CANDIDATE

In addition to the minimum qualifications and knowledge and skills listed below, ideal candidates for this position will possess:

·         direct experience administratively supporting and working with the assessment roll;

·         will be resourceful and knowledgeable of the breadth and scope of different assessment services; and will have experience providing exceptional customer service and interacting and relating well with others in a fast-paced public environment.

MINIMUM QUALIFICATIONS

Either I

The equivalent of one year of full-time experience in the class of Assessor’s Technician or in an equivalent of higher level clerical class in the Alameda County service, which must have included duties similar to those of Assessor’s Technician.

Or II

The equivalent of three years of full-time experience in a Title company or in a related field performing complex and technical duties related to real property transactions.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

• Modern office practices and procedures including the use of computer hardware and software and related equipment specific to the Office of the Assessor.
• Laws, regulations and codes governing the transfer and/or appraisal of real property, Assessment Appeals, and Exemptions claims; and related legal terminology.
• Business correspondence, filing and standard office equipment operations.
• Techniques and practices for dealing with individuals from various socioeconomic and ethnic groups both in person and on the telephone.

Ability to:

• Use software applications specific to the Office of the Assessor.
• Apply laws, regulations and codes governing the transfer and/or appraisal of real property, Assessment Appeals, and Exemptions claims.
• Apply legal terminology related to the transfer of real property, Assessment Appeals, and Exemptions claims.
• Establish and maintain effective working relationships with staff, peers, other agencies and the public (sometimes in stressful situations).
• Analyze situations evaluate different courses of action and draw logical conclusions.
• Organize and maintain accurate files and records.
• Perform detailed office support work.
• Prioritize work and coordinate several activities to meet critical deadlines.
• Communicate effectively orally
• Communicate effectively in writing.
• Understand and follow complex oral and written instructions.
• Work independently to carry out assignments with minimal supervision.
• Review the work of others for accuracy and conformance with accepted standards.

EXAMINATION COMPONENTS

The examination will consist of the following steps:

  1. A review of the candidates’ application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. An oral interview which will be weighted as 100% of the candidates’ final examination score. The oral interview may contain situational exercises.

Candidates must attain a qualifying rating on each portion of this recruitment.

*The combined oral examination/hiring interview, in addition to establishing an eligibility list, may serve as the final selection interview for vacancies in this classification.
