Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended. This examination may be reopened as necessary and the names of additional candidates will be merged onto the existing list according to examination score. 

Applications must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.

Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Failure to submit the Application or Supplemental Questionnaire will result in disqualification.

DESCRIPTION

 

ALAMEDA COUNTY HEALTH

Alameda County Health is the local government agency that promotes and protects the health and well-being of all who live, work, learn, and play in Alameda County. We coordinate services and cultivate partnerships with community organizations and providers to help ensure access, organize, and deliver health care and services to people with Medi-Cal and without insurance, support resilient communities, and improve health for all. We focus on health equity by developing programs and systemic solutions that reduce disparities for the people and communities we serve.

Alameda County Health’s departments and programs focus on services and support that provide care for the whole person.

· The Behavioral Health Department provides mental health and substance use services for people with Medi-Cal and without insurance and supports people along their path to wellness, recovery, and resilience.

· The Environmental Health Department works to keep our air, water, and food safe; it regulates, protects, and promotes the health of everyone in Alameda County by enforcing environmental health codes to reduce exposure to toxins and diseases.

· The Public Health Department focuses on community and population-level health, preventing and addressing root causes of health inequity across a range of communicable and chronic diseases.

· Alameda County Health also provides services through Housing and Homelessness Services, Emergency Medical Services Agency, HealthPAC, and Healthy Schools and Communities.

PUBLIC HEALTH DEPARTMENT

As part of Alameda County Health, the Public Health Department works in partnership with our local communities to ensure the optimal health and well-being of all people. We monitor health status and service delivery, prevent disease, mobilize communities, conduct outreach, and promote health policy and education. We actively seek partnerships and engage with the community to improve community health through a dynamic and responsive process that respects diversity, addresses health equity, and challenges us to provide for present and future generations.

We are nurses, doctors, community psychologists, epidemiologists, dentists, medical social workers, physical and occupational therapists, dietitians, outreach workers, health educators, program managers, and pre-hospital care coordinators.


THE POSITION
Pediatric Physical Therapists provide physical therapy services in public schools for the treatment of children with physical disabilities; advise parents/caregivers on home treatment and care; and perform related work as required.

THE VACANCIES
There are immediate vacancies (both part-time and full-time) located in the Public Health Department, under the Family Health Services Division, California Children's Services Medical Therapy Program (MTP). However the eligible list resulting from this recruitment may be used to fill future vacancies in other programmatic areas.

FAMILY HEALTH SERVICES DIVISION
Family Health Services Division provides preventive interventions, access to health care services and advocacy in order to promote optimal health outcomes for families in Alameda County throughout the life course. 

CALIFORNIA CHILDREN'S SERVICES (CCS)
California Children's Services (CCS) provides diagnostic and treatment services, medical case management and physical and occupational therapy services to children/youth under 21 who have chronic, disabling or life threatening conditions.

MEDICAL THERAPY PROGRAM (MTP)
The CCS Medical Therapy Program (MTP) is a statewide program that provides occupational and physical therapy to children with certain medical conditions and works with children and their families to create individual goals and therapy plans to work towards those goals.

MINIMUM QUALIFICATIONS

Certification:

Eligibility for or possession of a valid certificate to practice as a Registered Physical Therapist in California,

AND

Education:

Completion of an accredited curriculum in Physical Therapy.

 

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

  • Principles, methods, equipment and basic theory of physical rehabilitation involved in the modern practice of physical therapy, especially in the application of exercise and other modalities in pediatric therapy.
  • Anatomy and physiology of the skeletal, muscular, neural and other structures and the pathologies and injuries which result in physical impairment.
  • Principles of psychology, especially as they relate to the physical therapy in a Medical Therapy program.
  • Methods of testing and evaluating muscular and neural function.
  • Child growth and development, especially in children with physical disabilities.

Ability to:

  • Understand and follow physician's prescriptions and other technical instructions involved.
  • Instruct and gain the confidence and cooperation of clients in the program, instill appropriate attitudes and effect mental adjustment, as well as physical rehabilitation. \
  • Keep accurate records and make meaningful reports.
  • Instruct parents and other persons in the care and treatment of children.

EXAMINATION COMPONENTS

The examination will consist of the following steps:

  1. A review of applicants' applications and supplemental questionnaires to verify possession of the minimum qualifications.
  2. Those candidates who possess the minimum qualifications for the class will be placed on the eligible list based on an evaluation of education, training, and experience.
