DESCRIPTION

 

The Alameda County Law Library is currently recruiting for a Full-Charge Bookkeeper.


DEFINITION:

Under direction of the Law Library Director, performs a variety of administrative tasks including maintaining bookkeeping system (Alameda County Alcolink Accounting System, a PeopleSoft financial software), payroll (Paychex), and confidential personnel and administrative files.

ESSENTIAL DUTIES:

  • Prepares monthly financial reports (secretary's report) for the Director and the Board of Trustees.
  • Prepares annual financial report for the Director, the Board of Trustees and the Board of Supervisors.
  • Assists in annual budget preparation.
  • Assists in reviewing financial reports.
  • Prepares semi-monthly payroll from attendance worksheets.
  • Prepares semi-monthly payroll journal entries from payroll registers.
  • Prepares all journal entries for recording in Alcolink Financials.
  • Prepares and enters payroll & operating expense vouchers for warrant requests to County Auditor.
  • Processes EFT payments to EDD and CalPERS and submits payroll and tax reports.  
  • Prepares monthly cash deposit register verification for the County Auditor. - Prepares monthly bank account reconciliation (Bank balance against Alcolink Ledger balance).
  • Maintains filing fees income comparison charts.
  • Provides information and assistance to auditors.
  • Conducts research and compiles data and information needed in administrative decisions.
  • Performs a variety of specially assigned research, analysis, and evaluation studies as assigned by Law Library Director.
  • Provides a variety of information requested by the Director for the Board of Trustees.
  • Completes Passport Acceptance Agent training and participates in Passport acceptance service.

MARGINAL DUTIES:

  • Communicates with a wide variety of county departments, other government agencies, and courts.
  • Maintains a variety of hardcopy and electronic files and records of information pertinent to the administration of the library such as personnel/human resources (new hires, termination, retirement), payroll, attendance, and insurance.
  • Liaison to CalPERS, Liaison to the County’s Risk Management regarding Property, Director’s Liability Insurance and worker's compensation etc.
  • Performs physical inventory before end of fiscal year and submit journal entries for changes in fixed assets/depreciation.
  • As needed, may also answer incoming calls, make conference room reservations, prepare deposits, mail vendor’s checks, count monies collected at Reference Desk.  

MINIMUM QUALIFICATIONS

EDUCATION:

Completion of college level or business school courses in accounting, business administration, Microsoft Office applications including Excel, Word and Outlook, and use of automated equipment and systems.

QUALIFICATIONS:

Knowledge of business English and commercial arithmetic; oral and written communication skills; modern office methods, practices and procedures including filing systems, automated equipment; business correspondence and report writing. Proficient in typing/word processing to net 55 wpm.

Experience with general bookkeeping procedures including general ledger, accounts payable/receivables or ability to be trained on the job quickly, efficiently and accurately in order to maintain automated accounting system.
Prepare and compile various projects including email, databases, mail merge and use of the Internet, reports, charts, graphs and spreadsheets and various software applications, e.g. Microsoft Excel, Microsoft Word; ability to type accurately; ability to make basic arithmetical calculations; Strong organizational and excellent professional communication skills; exhibit conscientious attention to detail; and maintain cooperative relations with others.

  • A minimum of 2 years accounting and bookkeeping experience.
  • Completion of college level or business school courses in accounting and office practices.
  • Operate a variety of office equipment and automated equipment.
