DESCRIPTION

THE DISTRICT

The Hayward Area Recreation and Park District is an independent special use district providing park and recreation services to over 250,000 residents living within a 64 square mile area which includes the City of Hayward, Castro Valley, San Lorenzo, and the unincorporated Ashland, Cherryland and Fairview districts. The Park District known locally as "H.A.R.D." is the largest recreation district in the state of California.  Since it's creation in 1944, the District has provided residents with many beautiful facilities and parks, as well as hundreds of educational and recreational classes and programs.  The mission of the Park District is improving the quality of life for citizens of all ages by providing a variety of recreational activities, special events, facilities and services that encourage life-long learning, fitness and fun.

THE POSITION

Under general direction, supervises the operations of the Grounds Division of the Parks and Facilities Maintenance Department, to include the supervision of landscaping, planting, repair and maintenance of park equipment, including District vehicles, grading and drainage of park areas, and overall maintenance of parks; to provide high quality customer service; and to perform related duties as required.

MINIMUM QUALIFICATIONS

Education:

Equivalent to completion of the twelfth grade,

AND

Experience:

Four (4) years of experience in the Hayward Area Park and Recreation District classification of Grounds Foreman.

OR

Experience:

Six (6) years of recent experience in landscape/park facility maintenance, construction, or related field, which demonstrates the ability to provide effective supervision and quality customer service.

OR

Substitutions:

College level education in park maintenance, administration or management, resource management or a related field may be substituted for two (2) years of the required experience. One (1) full year of college education is equivalent to six (6) months experience.

AND

License or Certificate:

Possession of a valid Class C California Driver’s License is a condition of initial and continued employment in this classification.

Special Requirements:

Current Cardio Pulmonary Resuscitation AED and First Aid Training Certificate within six months of employment.

Certification as an Arborist by an accredited organization is desired. Pest Control Adviser Certification desired.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:    

Principles and practices of supervision, training and performance evaluation; safe work practices in order to ensure a safe working environment; materials, methods, techniques, tools and equipment used in park maintenance and repair; trail maintenance and erosion control measures; horticultural planting techniques and methods, pruning techniques, fertilizing requirements, irrigation needs and other plant care techniques; different aspects of individual parks, including, but not limited to, infrastructure, utilities, reservations administration and grazing operations; budget and general administrative procedures; basic trades knowledge; skills required in the care, operation and maintenance of park equipment, tools and supplies; best practices of resource protection; office procedures, methods, and equipment including computers and software applications such as Microsoft Word, Excel, personnel system and workorder system.      

Ability to:  

Understand and apply District and departmental policies and procedures; think clearly and apply logic and common sense to problem solving; supervise various concurrent projects; Develop, oversee and manage a park budget; exercise physical strength and agility to perform manual labor; learn basic wildlife, vegetation and geographic features found within the District’s parks; operate office equipment including computers and supporting word processing, spreadsheet, and database applications; communicate clearly and concisely, both orally and in writing; establish and maintain positive and cooperative working relationships with those contacted in the course of work at all levels, including a culturally diverse general public, with a focus on quality service to internal staff and external customers.

EXAMINATION COMPONENTS

The examination will consist of the following steps:

  1. A review of candidates' application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. A review of the supplemental questionnaire to determine the best qualified
  3. An oral interview which will be weighted as 100% of the candidates' final examination score. The oral interview may contain situational exercises.

Candidates must attain a qualifying rating on each portion of this recruitment.

BENEFITS FOR POSITIONS AT THE HAYWARD AREA RECREATION AND PARK DISTRICT

  • Ten (10) working days paid vacation each year; fifteen (15) days after five (5) years of service; and twenty (20) days after thirteen (13) years of service Fourteen (14) paid holidays a year. Sick leave is accrued at the rate of one (1) day per month.
