Alameda County's Temporary Assignment Pool (TAP) Unit and the Alameda County Registrar of Voters (ROV)
are seeking temporary staff to support the upcoming election.
NOTE: If you are currently an employee in the Temporary Assignment Pool with a classification of Administrative Support, you do NOT have to apply for this recruitment. About the Alameda County Registrar of Voters
The mission of the Registrar of Voters (ROV) is to seek better ways to provide services to encourage all eligible residents to exercise their right to vote; conduct elections in a fair, accurate and efficient manner; maintain a continuous professional level of service to the public; and develop new techniques to improve outreach services which acknowledge the diversity of Alameda County.
All services provided by the ROV are mandated by the California Elections Code, the California Government Code, and the California Constitution. These mandated services include voter registration, voter outreach, candidate services, elections services, and vote by mail.
THE POSITIONS
Candidates selected for any of the Registrar of Voters Temporary Assignments will be filled on a temporary and services-as-needed basis through the Alameda County Temporary Assignment Pool (TAP) Program. Assignments can end at any time. These positions are designated as a 75-hour classification.
THE ASSIGNMENTS
Note: All assignments are compensated at the hourly rate of $24.14 except for Classroom Instructors. The Classroom Instructor position is compensated at the hourly rate of $25.65.
Individuals selected for the following assignments are typically assigned to the René C. Davidson Courthouse location:
1. Adjudication - Reviews and verifies ballots that were challenged during the scanning process. Qualified applicants must have an attention to detail for numerical filing, general clerical skills, basic computer knowledge, be detail oriented, and a multi-tasker. Role requires ability to lift 15 pounds and to sit for long periods of time. Requires the ability to work weekdays, evenings, weekends, holidays, and overtime, as needed.
2. Automated Signature Recognition (ASR) – Operates the scanning machine for verifying signatures. Qualified applicants must have an attention to detail for numerical filing. Must be able to multi-task, lift 30 pounds, stand for long periods of time, and operate scanning machine (Signature Verification). Must have a valid CA Driver License and be able to drive County vehicles (VAN/SUV/CAR) to various Alameda County locations. Requires the ability to work weekdays, evenings, weekends, holidays, and overtime, as needed.
3. Candidate Support – Provides assistance to Election Candidates. Qualified applicants must be detailed oriented, have very strong customer service, heavy phone experience, general and secretarial skills. Must be proficient in Microsoft Word, Office 365 and Windows 10. Android Cell Phone/Tablet Experience. Role requires ability to lift 15 pounds. Bilingual in Spanish, Vietnamese, Chinese or Tagalog, a plus. Requires the ability to work weekdays, evenings, weekends, holidays, and overtime, as needed.
4. Data Entry – Heavy data entry and phones. May assist at an Accessible Voting Location. Qualified applicants must have strong customer service, general clerical skills, ability to type 40 + words per minute, ability to lift 15 pounds and be fluent in English. CA driver’s license and ability to drive a County vehicle (VAN/SUV/CAR) to various County locations, preferred. Requires the ability to work weekdays, evenings, weekends, holidays, and overtime, as needed.
5. Digital Support – Ability to provide excellent customer service, adapt to change and learn quickly in a highly dynamic environment. PC literate with a good working knowledge of Microsoft Office and Outlook. Experience with Windows 10. Experience with hosted productivity and communications applications, including Google, Airtable, MS Office, Adobe, and the ability to train and support employees on their use. Knowledge of Android mobile phone systems and the ability to advise and help employees with those tools. Experience using ticket-based enterprise work-flow management systems. A positive, service-oriented attitude. Good verbal and written communication skills. Call center experience preferred. Ability to lift 15 pounds. Requires the ability to work weekdays, evenings, weekends, holidays, and overtime, as needed.
6. Election Support – Review, proofread, and translate voting materials from English to one of the following languages: Chinese, Spanish, Tagalog or Vietnamese. Qualified candidates MUST be bilingual; fluent in English AND one of the following languages (speak, read and write): Chinese, Spanish, Tagalog or Vietnamese. Qualified candidates must pass a language assessment. Note: This role is eligible for bilingual pay. Additional skills needed include customer service, ability to multi-task in a fast-paced work environment, handle heavy phone volume and lift 15 pounds. Requires the ability to work weekdays, evenings, weekends, holidays, and overtime, as needed.
7. Openers – Extract vote by mail ballots, sort, and file. Qualified applicants must have an attention to detail for numerical filing, ability to sit for long periods of time and lift 15 pounds. Requires the ability to work weekdays, evenings, weekends, holidays, and overtime, as needed.
8. Outreach Event Coordinators – Travels to various locations throughout the County to perform outreach functions that include deliver and set up/takedown of outreach stations, voter registration, education on voting equipment and the recruitment of Election Workers. Local travel is required for this position. Must have a valid CA Driver License and be able to drive County vehicles (VAN/SUV/CAR) to various Alameda County locations. Ability to lift 30 pounds. Proficient customer and telemarketing service experience as well as clerical and teaching experience desired. Requires the ability to sit and stand for long periods of time, work weekdays, evenings, weekends, holidays, and overtime, as needed.
9. Recruiters – Recruit and assess bilingual Election Worker applicants and participate in outreach events. Heavy phones. Qualified applicants must have strong customer service skills, recruitment, telemarketing and data entry experience. Ability to lift 15 pounds. Bilingual candidates fluent in English AND one of the following languages, desired: Burmese, Chinese, Hindi, Khmer, Korean, Laotian, Mien, Mongolian, Punjabi, Spanish, Tagalog, Telugu, and Vietnamese. Requires the ability to work weekdays, evenings, weekends, holidays, and overtime, as needed.
10. Vote by Mail (VBM) Processors – Responsible for Ballot delivery schedule, Pre-auditing of Official Ballots, sorting, filing, and milling ballots. Qualified candidates must be able to multi-task, pay attention to detail for numerical filing, lift 30 pounds, and sit or stand for long periods of time. Must have a valid CA Driver License and be able to drive County vehicles (VAN/SUV/CAR) to various Alameda County locations. Requires the ability to work weekdays, evenings, weekends, holidays, and overtime, as needed.
11. Vote Count Room (VCR) – Responsible for scanning Official Ballots, printing, proofing and filing reports. Prepare voted ballots (staging, batching, scanning, boxing and filing). Qualified applicants must have an attention to detail for numerical filing, ability to lift 30 pounds, perform manual labor and stand for long periods of time. Must have a valid CA Driver License and be able to drive County vehicles (VAN/SUV/CAR) to various Alameda County locations. Requires the ability to work weekdays, evenings, weekends, holidays, and overtime, as needed.

12. Classroom Assistant – Tasks include deliver and set up/take down of classroom equipment/materials and assisting Classroom Instructors during Election Worker classes. Responsible for lead duties at the Accessible Voting Location. Qualified applicants must possess excellent customer service skills, strong data entry skills, the ability to multi-task and have a strong attention to detail. Basic computer knowledge is preferable. Qualified applicants must have the ability to perform manual labor, lift 25 pounds and stand for long periods of time. Local travel is required for this position. Must have a valid CA Driver License. Must be able to drive County vehicles (VAN/SUV/CAR) to various Alameda County locations. Must have own transportation. Must be fluent in English. Requires the ability to work weekdays, evenings, weekends, holidays, and overtime, as needed
13. Classroom Instructor – Instructors are responsible for conducting the training for other Instructors, Classroom Assistants and Election Day Election Workers. Provides support to the Lead Election Worker Trainer. Responsible for lead duties at the Accessible Voting Location. Incumbents will be required to learn and then teach Polling Place procedures and equipment to Election workers. This position also requires incumbents to follow the teaching guidelines of the Registrar of Voters and adhere to all requirements of the California Elections Code, the California Secretary of State and the Department of Justice's laws/requirements. Some experience in teaching, conducting training programs, or giving instructions in a group setting is highly desirable. Qualified applicants must be able to read, write and speak fluently in English, possess excellent customer service skills, strong data entry skills, the ability to multi-task and have a strong attention to detail. Basic computer knowledge is preferable. Qualified applicants must have the ability to perform manual labor, lift 25 pounds and stand for long periods of time. Local travel is required for this position. Must have a valid CA Driver License and be able to drive County vehicles (VAN/SUV/CAR) to various Alameda County locations. Must have own transportation. Requires the ability to work weekdays, evenings, weekends, holidays, and overtime, as needed.
14. Logistics Support Clerk – Prepares, audits, dispatches and distributes voting equipment, polling place supplies and Election Day emergency equipment. Provides logistical support for equipment/supplies. Qualified applicants must have the ability to perform manual labor, lift 30 pounds and stand for long periods of time. Must have attention to detail, customer service and general clerical experience. Basic computer skills preferred. Must have a valid CA Driver License. Must be able to drive County vehicles (VAN/SUV/CAR) to various Alameda County locations. Requires the ability to work weekdays, evenings, weekends, holidays, and overtime, as needed.
15. Logistics Support Clerk - Forklift Certified – Prepare, dispatch and distribute voting equipment, polling place supplies and Election Day emergency equipment. Provides logistical support for equipment/supplies. Qualified applicants must have the ability to perform manual labor, lift 30 pounds and stand for long periods of time. Must have attention to detail, customer service and general clerical experience. Basic computer skills preferred. Must have a valid Forklift Certificate, CA Driver License and be able to drive County vehicles (VAN/SUV/CAR) to various Alameda County locations. Requires the ability to work weekdays, evenings, weekends, holidays, and overtime, as needed.
16. Vote by Mail (VBM) Ballot Retrieval Driver – Pick up voted ballots from 24-hour ballot drop boxes throughout Alameda County and drop off at the René C. Davidson Courthouse. Qualified applicants must have the ability to meet pickup/delivery deadlines, perform manual labor, lift 25 pounds and stand for long periods of time. Must have attention to detail, customer service and general clerical experience. Previous delivery driving experience preferred. Basic computer skills preferred. Local travel is required for this position. Must have a valid CA Driver License and be able to drive County vehicles (VAN/SUV/CAR) to various Alameda County locations. Requires the ability to work weekdays, evenings, weekends, holidays, and overtime, as needed.
In order to be considered for any of the Registrar of Voters assignments, applicants must meet the 2 minimum qualifications outlined below:
1. The equivalent of 6 months full-time clerical and/or warehouse experience, AND;
2. A schedule that allows for complete availability to work weekdays, weeknights, weekends, holidays, and overtime, with little to no notice.
Some assignments may require:
• Valid Driver’s License
• Reliable vehicle to use
• Typing minimum (e.g., minimum 40 Words per Minute)
• The ability to read, write and speak fluently in English and one of the following languages: Burmese, Chinese,
Hindi, Khmer, Korean, Laotian, Mien, Mongolian, Punjabi, Spanish, Tagalog, Telugu, and Vietnamese
• Ability to lift (e.g., ability to lift 15, 25 or 30 pounds)
• Forklift Operator Certification
Those candidates who possess the minimum requirements will be invited to attend a virtual presentation and complete a computer-based assessment, as applicable. Upon completion, candidates will be invited to interview with the Human Resource Services – TAP Unit. A subsequent interview with the Registrar of Voters (ROV) may follow. Candidates will be evaluated on their relevant work experience, assessment scores, interview, confirmed availability and ROV need. If selected, candidate will be placed in positions based on their evaluation and ROV's current needs.

ADDITIONAL INFORMATION:
DISASTER SERVICE WORKER: All government employees are disaster service workers as defined by California Government Code Section 3100. In addition to everyday duties, employees have the added responsibility of helping throughout any disaster.
