Veterans Service Representative

Introduction

THIS IS A NEW, ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

DESCRIPTION

THE AGENCY

The Alameda County Social Services Agency (SSA) is comprised of 2,400 men and women working collectively and in partnership with community-based organizations to serve the needs of the community. Services are provided through four departments: Administration and Finance, Adult and Aging Services, Children and Family Services, and Workforce and Benefits Administration. THE POSITION

Under general supervision of the Veterans Service Officer, to interview, advise and assist veterans and their dependents in understanding and obtaining the benefits to which they are entitled under Federal, State and local legislation; provides information about available services and arranges for referral to appropriate community resources; and performs other work as required.

MINIMUM QUALIFICATIONS

Either I

The equivalent of one year full-time experience in the class of Eligibility Technician I in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

The equivalent of two years full-time experience in a position that required determining eligibility, computing budgets or public assistance, or assisting in veteran’s benefits, in a recognized veteran’s service office of a Federal, State or County government, or a recognized public or private veteran’s service organization.

Or III

The equivalent of two years full-time experience assisting in veteran’s benefits, in a recognized public or private veteran’s service office.

Special Requirements
• Must have a valid California Driver’s License.

KNOWLEDGE AND SKILLS

The most suitable qualified candidates will possess the following competencies:

Knowledge of:

• Federal, State and local rules and regulations applicable to veteran’s rights and benefit programs.
• Problem-solving assessment and techniques used to clarify or resolve discrepancies between regulatory guidelines and claims and supportive evidence.
• Interviewing techniques.
• Claims and appeals practices and procedures.
• Basic personal computer applications.
• Crisis intervention.

Ability to:
• Understand, interpret and apply complex laws and regulations on the rights and benefits of consumers.
• Analyze and evaluate situations, reaching sound conclusions, and making appropriate recommendations.
• Working effectively with minimal supervision.
• Prepare clear, concise correspondence and maintain records.
• Establish and maintain cooperative relationships with the general public, other departments, and other groups and organizations.
• Work with diverse individuals and groups.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

 

  1. A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

  2. An oral examination, weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.

 

 CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION
