Senior Billing Technician

Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application.  Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.  Failure to submit the Supplemental Questionnaire will result in disqualification.

THE POSITION

Under general direction, to supervise and direct a billing operation or a segment of a large billing operation; to develop, coordinate and implement operational procedures and guidelines for billing department; and to perform related duties as required.

 

Positions in this class are found in the Health Care Services Agency. Incumbents act as first-line supervisors for a unit of Billing Technicians and support staff. Incumbents may also be responsible for evaluating and implementing program-wide procedural changes as well as supervise inpatient and outpatient billing operations. Senior Billing Technicians are distinguished from the next lower-level class of Billing Technician III in that the former class has full supervisory responsibility/authority for Billing Technicians and support staff, including performance evaluations, interviewing and selecting employees, scheduling, and initiating disciplinary actions as well as responsibility for evaluating and implementing program wide procedural changes.

 

IDEAL CANDIDATE

  • Understand and interpret the principles, laws, and procedures involved in the billing and bookkeeping functions of the County and the department.
  • Know and be experienced with modern office methods and equipment; understand computer database and communication systems (i.e. Excel, Access and Outlook).

MINIMUM QUALIFICATIONS

The minimum professional requirements for admission to the competitive assessment process include:

 

Either I
The equivalent of one year of full-time experience in the class of Billing Technician III in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II
The equivalent of two years’ full-time experience in the class of Billing Technician II in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts),  AND
Completion of at least two courses in principles of supervision or management.

Or III
The equivalent of three years of full-time, increasingly responsible financial record-keeping experience, two years of which were comparable in level to duties and responsibilities of a Billing Technician III in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the "Examples of Duties" section of this specification.

The most suitably qualified candidates will possess the following competencies: 

Knowledge of:

• Principles of supervision and training; billing procedures for financial reimbursement.
• General bookkeeping, accounting, and auditing procedures and practices.
• Modern office methods and equipment.

EXAMINATION COMPONENTS

The examination will consist of the following steps: 1) A review of candidates' applications to verify possession of minimum requirements. 2) Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process which is a review of candidates' Supplemental Questionnaires to select the best qualified applicants to continue in the process. 3) Those candidates selected as best qualified will move on to the next step in the examination process, an oral interview examination which will be weighted as 100% of the candidate's final examination score. The oral interview examination may contain situational exercises.
