Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application.  Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.  Failure to submit the Supplemental Questionnaire will result in disqualification.

THE POSITION

Under general direction, provides leadership in developing, planning, organizing and directing the activities associated with child and young adult mental health services provided under the Early, Periodic, Screening, Diagnosis and Treatment (EPSDT) Specialty Mental Health benefit; serves in a leadership role to Alameda County Behavioral Health (ACBH) and County management in the formulation of goals and strategic planning of child and young adult mental health services; provides consultation to providers; ensures services are in compliance with state and federal regulations; and performs other duties as assigned.

 

This single class position is located in Behavioral Health and reports to the Child and Young Adult System of Care Director, ACBH. This position provides administrative direction, operational and policy analysis, planning, and organizational development of sustainable mental health services for children, youth and young adults in Alameda County under the EPSDT Specialty Mental Health benefit. This position is distinguished from the next higher class of Assistant Child and Young Adult System of Care Director, ACBH in that the latter has administrative responsibility for child, youth, and young adult services and activities, including the supervision of County operated children’s clinics, psychiatric emergency services, and quality assurance standards. 

 

THE IDEAL CANDIDATE

In addition to meeting the minimum qualifications and knowledge and skills below, the ideal candidate will possess strong programmatic knowledge and experience providing operational and policy analysis of sustainable mental health services for children and youth under the EPSDT benefit.  The Ideal candidate will also be:

 

  • Experienced with providing quality analysis of system changes related to clinical, administrative, and operational processes, as well as budget development and other data analysis
  • An effective leader and supervisor who aligns the organization’s vision and values, and manages work groups by inspiring, advising and delegating subordinates, facilitating goal accomplishment and tracking and evaluating performance to ensure success. 
  •  Able to identify and understand complex problems and concepts; apply logical thinking and quantitative methods of gathering and analyzing information; make decisions and exercise good judgment based on available data; design solutions to problems; formulate and articulate action plans proactively and collaboratively.
  • Experienced in managing regulations and system administration pertaining to fiscal practices connected with regulatory requirements of the Medi-Cal insurance program.
  • Adept in evaluating the effective delivery of children’s mental health service under EPSDT.
  • A strong collaborator, consistently taking action to build cooperative strategic relationships and partnerships among community organizations, private organizations, and the public to help achieve agency goals.
  • An effective communicator and listener, with quick and clear thinking, remaining calm under pressure.
  • Someone who plans, organizes, and prioritizes work; sets high performance standards for self and others by assuming responsibility and accountability for successfully accomplishing goals.

MINIMUM QUALIFICATIONS

The minimum professional requirements for admission to the competitive assessment process include:

Education:

 

Possession of a master’s degree from an accredited college or university in Health and Human Services, Education, Public Health Administration, Business Administration, Public Policy, Clinical Psychology, Social Work, or a related field.

AND

Experience:

The equivalent of four years full time of progressively responsible post-graduate administrative experience in program planning, monitoring, evaluation, and personnel management. At least two years of this experience must have been in a department or working on programs or projects focused on serving children, youth, and young adults and their families in an educational, community mental health, behavioral health, or social service setting.

License:

Possession of a valid California Motor Vehicle Operator's license.

KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

 

The most suitably qualified candidates will possess the following competencies:

 

Knowledge of:

  • Laws and regulations governing behavioral health care delivery systems.
  • Current principles, practices and trends in the behavioral health care field and children’s services.
  • Community/organizational and public/private partnership dynamics and development.
  • Strategic planning and implementation.
  • Principles and practices of financial management.
  • Practices and techniques of data collection, administrative analysis, evaluation, and report preparation.
  • Management principles and practices, including work planning, employee supervision and resource allocation.
  • Computer applications related to the work, including web-based platforms.
  • Planning, implementation and evaluation of system-wide expansions.
  • Working knowledge and facility with Windows-based software at the intermediate level or above.

EXAMINATION COMPONENTS

The examination will consist of the following steps: 1) A review of candidates' applications to verify possession of minimum requirements. 2) Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process which is a review of candidates' Supplemental Questionnaires to select the best qualified applicants to continue in the process. 3) Those candidates selected as best qualified will move on to the next step in the examination process, an oral interview examination which will be weighted as 100% of the candidate's final examination score. The oral interview examination may contain situational exercises.
