THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended. Qualified applicants must be current county employees and have completed, by the last day for filing, the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service.  A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

DESCRIPTION

THE COUNTY

Alameda County's Health Services Program is administered by the Health Care Services Agency and includes the following program areas: Behavioral Health, Public Health, Environmental Health, and Agency Administration/Indigent Health. DEPARTMENT OF ENVIRONMENTAL HEALTH

THE POSITION

Under general direction, to plan, organize and direct the activities of the Environmental Health Department. The incumbent assists the Director, Environmental Health in the development and implementation of Department Policy. In addition to staff management duties and program accountability, the Chief position also provides consultation, acts as liaisons with other agencies, and may be required to be in possession of a REHS in representing the Department and acting as a Hearing Officer for administrative hearings. And to perform related duties as required.

 

The Chief, Environmental Health classification is located in the Hazardous Materials, Field Operations, and Vector Control Divisions of the Environmental Health Department. Chief, Environmental Health positions are directly responsible for all aspects of operation for their respective division. They are responsible for implementing all applicable Environmental Health Laws, Regulations and local ordinances that apply in the County of Alameda. The incumbents are required to have expertise and formal training in the technical components of their assigned Division. Incumbents in these positions also assume full budgetary responsibilities for their respective Divisions. (For assignments in Field Operations the incumbent must be registered as a REHS.

 

SPECIAL REQUIREMENT: Certified Unified Program Agency (CUPA): Experience conducting compliance inspections; investigating potential community health hazards; evaluating hazardous materials/waste management at work sites; ensuring compliance with applicable laws and regulations; responding to emergency hazardous materials incidents within the County’s jurisdiction; documenting, identifying, assessing risk, and advising on remediation/clean up.

  • Design, implement, and manage multiple projects; manage budget resources; and monitor program effectiveness.

  • Possess the minimum experience requirement as it specifically relates to CUPA programs including Hazardous Waste Generator, Tiered Permitting, Hazardous Materials Business Plan (HMBP), Underground Storage Tank (UST), Aboveground Petroleum Storage Act (APSA), California Accidental Release Prevention (CalARP), and storm water protection/pollution prevention and waste tire recycling programs; investigating potential threat to public health and the environment related to hazardous materials; evaluating hazardous materials/waste management at work sites; ensuring compliance with applicable laws and regulations; responding to emergency hazardous materials incidents (including documentation, identification, risk assessment, and remediation).

MINIMUM QUALIFICATIONS

The minimum professional requirements for admission to the competitive assessment process include:

 

EDUCATION:

Possession of a Bachelor's degree from an accredited college or university with major level coursework in industrial hygiene, environmental health science or physical science, or related fields.

AND

EXPERIENCE:

Either I
The equivalent of three years' full-time experience in the class of Supervising Hazardous Materials Specialist or Supervising Environmental Health Specialist, Supervising Vector Control Officer or Vector Control Program Manager in the Alameda County classified service. (Non-classified includes District Attorney's Office, Hospital Authority, and the Consolidated Courts.)

Or II
The equivalent of five years of increasingly responsible full-time professional or technical experience in Environmental Programs, including at least three years of supervisory experience. (A post-graduate degree in an appropriate field may be substituted for the non-supervisory experience for one year of experience.)

AND

LICENSE:

A valid California Motor Vehicle Operator's License.

CERTIFICATES:

When assigned to the Field Operations, a valid California certificate of registration as a Registered Environmental Health Specialist is required.

When assigned to Hazardous Materials or Vector Control, a valid California certificate of registration as a Registered Environmental Health Specialist is preferred.

All candidates must provide their own vehicle and must be available for evenings and weekends as needed to respond to program related emergencies or weekend activities.

EXAMINATION COMPONENTS

The examination will consist of the following steps: 1) A review of candidates' applications to verify possession of minimum requirements. 2) Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process which is an oral examination. The oral examination will be weighted as 100% of the candidate's final examination score and may contain situational exercises.
