THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended. Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service by December 9, 2020. A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

The Social Services Agency is currently recruiting to fill a Division Director vacancy in the department of Adult and Aging, however, the eligible list resulting from this recruitment may be used to fill future Division Director vacancies within SSA. The Alameda County Social Services Agency (SSA) is comprised of 2,400 men and women working collectively and in partnership with community-based organizations to serve the needs of the community. Services are provided through four departments: Administration and Finance, Adult and Aging Services, Children and Family Services, and Workforce and Benefits Administration. The Position
Division Director, SSA plans,
evaluates and directs the operations and staff in one or more Divisions/offices
in a department within the Social Services Agency. The Division Director,
SSA develops and establishes overall divisional policies; sets goals and
objectives consistent with the overall goals of the Agency. Division
Director, SSA also has the additional responsibility for participating in the
meet and confer process with labor organizations.
Adult and Aging Services (AAS)
Adult and Aging Services offers a
coordinated service delivery system that protects, supports, and advocates for
an aging population, particularly those with disabilities. AAS
administers various programs related to the well-being of aging adults such as Adult
Protective Services, Public Guardian-Conservator, Public Administrator, and
In-Home Supportive Services.
Children and Family Services (CFS)
Children & Family is focused on improving the lives of children and families in Alameda County by serving children and youth who have experienced, or are at risk of experiencing, abuse or neglect. CFS strives to build strong partnerships with families and collaborates with a variety of organizations, both public and private to assist children and youth with receiving support and security that is essential for their well-being.

Workforce and Benefits
Administration promotes self-sufficiency and provides continuing economic
assistance and job training/workforce development through public and private
sector partnerships. WBA has the primary responsibility of administering
the Medi-Cal program which provides publicly sponsored health coverage and
other county, state and federal public assistance programs such as CalWORKS,
CalFresh and General Assistance to provide immediate economic relief and
support for low-income or needy individuals, families and children within
Alameda County.
Ideal Candidate
The Ideal
Candidate will have a leadership style that is positive, progressive and
responsive. The Candidate will be politically astute, possess excellent
written and verbal communication skills and be able to represent the Social
Services Agency before boards, commissions and community groups relating to
human and social services programs.
In addition,
the Ideal Candidate will possess, but not limited to the following critical
attributes:
ü Demonstrated
ability to lead, direct, and manage multi-levels of staff; to generate staff
commitment and adherence to program, administrative policies and procedural
changes.
ü Exceptional
administrative and organizational skills to direct Division staff in the
formulation and implementation of policies and procedures required to meet
legal requirements, county policies, goals, and the delivery of required
services.
ü Exceptional
experience providing direction and guidance to Division staff regarding the investigation
and resolution of Human Resources, Labor and client relations related issues.
ü Demonstrated
experience and ability to
identify and analyze complex problems, design solutions, and formulate
appropriate action plans proactively and collaboratively.
ü Strong
collaboration skills to develop and maintain partnerships with human and social
services organizations, community groups, and organizations to gain their
assistance and support in achieving the Agency’s mission to promote the
economic and social well-being of individuals, families and communities.
ü Demonstrated experience in
directing, monitoring, and coordinating division operation processes, including
participation in the budget process, planning for funding sources, estimating
staffing requirements and recommending major building alterations and remodeling
requirements.
