Public Works Fleet Supervisor

Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application. Failure to submit the Application or Supplemental Questionnaire will result in disqualification.

All Candidates must submit evidence from DMV showing the current status of their driving record and proof of having a clean driving record with no violations for the previous 18 months.

DESCRIPTION


THE AGENCY
The mission of Public Works is to enhance the quality of life for the people of Alameda County by providing a safe, well-maintained, and lasting public works infrastructure through accessible, responsive and effective services. Public services provided by the Alameda County Public Works Agency include flood and storm water pollution control, transportation planning and design, roadway and flood control maintenance and inspection, and construction and building inspections. 

The goals of the Agency are to keep roads safe and well maintained, provide the highest level of flood protection, provide service levels that optimize infrastructure life cycles, minimize deferred maintenance, ensure that development and construction adhere to applicable State and County rules, optimize disaster preparedness, response and recover, ensure that the Agency’s operations and services minimize negative impacts on the environment, and sustain and advance County and Agency programs through a vital business and administrative support system.

THE POSITION
The Public Works Fleet Supervisor is the first-line supervisor responsible for coordinating, prioritizing, and scheduling the repair and preventive maintenance activities of the Heavy Equipment Repair Shop. Under general supervision the incumbent will oversee the Heavy Equipment Repair Shop operations in the Public Works Agency; and to perform related work as required.

MINIMUM QUALIFICATIONS

Either I

Experience:

The equivalent of one year of full-time experience in the class of Lead Heavy Equipment Mechanic in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

Experience:

The equivalent of two years’ full-time experience in the class of Heavy Equipment Mechanic, or higher level class specializing in the repair and utilization of heavy vehicles in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or III

Experience:

The equivalent of three years’ full-time journey-level experience in the maintenance of heavy vehicular equipment for a public agency, construction firm, or similar setting, one year of the required experience must have been in a supervisory capacity.

And

License (required for all above patterns):

Possession of a valid California Class A Driver’s License.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

· Planning, scheduling, and supervision of repair activities.
· Methods, tools, equipment, and materials used in the maintenance and repair of heavy equipment and vehicles.
· Hydraulic and compressed air brake controls, diesel and gasoline engines, transmissions, differentials, clutch assemblies, generators, ignition and other electrical systems, fuel and water pumps, and all functioning parts of modern heavy equipment and vehicles; methods of efficiently operating a modern repair shop.
· Shop and equipment safety procedures.
· Supervisory techniques.
· Maintenance of a variety of records both manual and automated.

Abilities:

· Make decisions.
· Analyze and problem solve.
· Plan and organize work flow.
· Communicate both orally and in writing.
· Utilize techniques of supervision.
· Deal with others with interpersonal sensitivity.
· Operate a variety of light and heavy equipment safely.
· Make operating decisions with flexibility.
· Operate a standard office computer to enter data, retrieve data, utilize spreadsheet and other applications.
· Analyze and interpret statistical reports.

Working Conditions:

Duties require the incumbent to work in a standard office environment. Additionally, while reviewing work flow, checking equipment breakdowns, and evaluating work completion. The incumbent is required to walk on flat or uneven surfaces; climb on and off large pieces of construction equipment; stoop and squat to look under equipment. Incumbents work in cold and heat while on the repair shop floor and may have to work in all weather conditions outside during equipment breakdowns. While performing duties, incumbents may be subjected to heavy dust from welder; loud noise and vibration in operating equipment; and solvents, cleaners, diesel and gas fumes.

EXAMINATION COMPONENTS

The examination will consist of the following steps:

  1. A review of the candidates’ application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. An oral interview which will be weighted as 100% of the candidates’ final examination score. The oral interview may contain situational exercises.

Candidates must attain a qualifying rating on each portion of this recruitment.

*The combined oral examination/hiring interview, in addition to establishing an eligibility list, may serve as the final selection interview for vacancies in this classification.
