DESCRIPTION

ABOUT ALAMEDA COUNTY

Alameda County is the seventh most populous county in California and is characterized by its rich diversity and culture as one of the most ethnically diverse regions in the Bay Area and the nation. It is home to over 1.6 million people living in 14 incorporated cities as well as six unincorporated communities and rural areas throughout the 821 square miles of the County. THE POSITION

Under general direction, to analyze department business system needs, and produce, maintain and update software systems to meet those needs. Information Systems Analysts are responsible for gathering requirements, defining problems and recommending solutions, writing program and database design specifications, modifying existing systems and providing production support for users and their systems. Information Systems Analysts may also prepare instructional material for department staff, act as project manager on projects; and performs related duties as required.

CURRENT VACANCIES

There are immediate full-time vacancies for this position located within the Health Care Services Agency, Community Development Agency, Probation Department, Sheriff's Office and the County Library. However, the eligible list resulting from this recruitment may be used to fill future vacancies in other county departments/agencies.  

 

IDEAL CANDIDATE

In addition to meeting the minimum qualifications stated below, the ideal candidate will have demonstrated a track record of success in the following areas:

  • Performing data administration by creating, maintaining, and defining database structures, data and security management;
  • Strategic problem solving skills; capable of identifying and understanding issues, problems, and opportunities; adept at comparing data from different sources to draw conclusions and choosing an appropriate course of action or solution; and skilled at resolving problems by taking action consistent with known facts, constraints, and probable consequences;
  • Excellent project management skills; able to design, implement, manage and prepare reports for ongoing projects; and coordinate the related resources, personnel and activities for successful project completion;
  • Strong technical knowledge and skill in the areas of information systems technology with the desire and drive to keep up with current developments and trends in related technology systems;
  • Possess understanding of information security, including software and hardware; identifies issues and takes initiative to resolve all security issues;
  • Successfully develops and maintains effective relationships with others; and relates well to people with diverse cultures, interpersonal styles, abilities, motivations, or backgrounds;
  • Excellent interpersonal skills; possesses the ability to interact with key stakeholders, executive management, and leaders, both internally and externally;
  • Possesses political astuteness; shows commitment and the ability to understand diverse interest groups and power bases within an organization; uses the knowledge of the organizational culture in making decisions and perceives implications of such decisions;
  • Experience with relational databases, MS SQL, PostgreSQL, MS Office suite including MS Access,  HTML 5, DHTML, ASP, .Net, Share Point, Oracle, Citrix, Python, Java, Java scripting, visual basic, visual studios, electronic content management like Drupal word press & MS SharePoint, social media development architecture, mobile applications & development technology, TCP/IP networks, VMware virtualization technologies, windows 2008 and onward active directory is highly desirable;
  • Experience with Business Intelligence Reporting Software and Systems such as Business Objects, Yellow Fin, Tableau, r, SPSS, MS Power BI and SSRS (Sql Server Reporting Service);
  • Experience with designing and creating operational and analytical reports. Ability to use reporting requirement received from stakeholders to extract data from source systems, query for desired solution datasets and develop reports to present the results in operational form for day to day usage and analytical form for prediction of trends; and
  • Experience with Salesforce Software; designing and developing application within the Salesforce platform.

MINIMUM QUALIFICATIONS

EITHER I

Education:

The equivalent to graduation from an accredited four-year college or university (120 semester units or 180 quarter units) with a major in MIS, Computer Science, Computer Engineering or equivalent.

AND

Experience:

The equivalent of two years of full-time experience in planning, developing and administering complex information technology systems and applications.

OR II

Experience:

The equivalent of three years of full time experience in planning, developing and administering multiple, complex information technology systems and applications.

Certification:

Professional Certification as a Microsoft Certified Solution Developer, Sun Certified Java Programmer, Sun Certified Java Developer or equivalent can be substituted for one year of experience.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

  • Modern computer technology used to plan, develop and administer computers and network systems.
  • Information technology concepts.
  • Methodologies for analyzing systems, procedures and workflow.
  • Office software applications.
  • Functions and capabilities of database systems.
  • World Wide Web technology.
  • Principles of network infrastructure.
  • Software programming languages such as Visual Studio.NET, Visual C++, C#, Visual Basic, ASP.NET, VB.NET, XML, XSL, ASP, JavaScript, CSS, DHTML, Java / J2EE, JSP, Struts, Oracle, SQL server, IBM WebSphere, BEA WebLogic, Jboss. Specific programming languages may be selectively required for individual positions as needed by the recruiting departments.

Ability to:

  • Function as a system(s) administrator.
  • Maintain and modify existing office software applications.
  • Analyze and problem solve.
  • Make effective decisions.
  • Plan and organize.
  • Identify and correct problems with computers and related equipment.
  • Analyze problems related to database design, system interactions and cross platform issues.
  • Prepare and maintain documentation, records and logs.
  • Communicate effectively both orally and in writing.
  • Interface with users at all levels of the organization.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

  1. A review of applicants' applications to verify possession of minimum requirements. Those applicants who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. A review of candidates’ Supplemental Questionnaires and Training and Experience Questionnaires to select the best qualified applicants to continue in the process.
  3. An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.
