Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended. Applications must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.

Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.  Failure to submit the Application or Supplemental Questionnaire will result in disqualification.

DESCRIPTION

 

THE AGENCY

Human Resource Services provides state and local mandated support services to all County departments, agencies and to some special districts including: merit-based examinations, position classification, salary administration, grievance resolution, disciplinary appeals, labor negotiations, unemployment insurance, employee benefits, and dental insurance. There are three areas in which Human Resource Services provides discretionary services: Training, Departmental Personnel Support Services, and Child/Family Care Programs. The Human Resource Services Department, while upholding the principles of the Merit Systems, Civil Service System, and other laws, principles or mandates which affect personnel administration, is responsible for the administration of programs under the purview of the Civil Service Commission and other Countywide personnel-related programs including labor relations in a manner which will enhance and support all other County agencies and departments as they provide services to the public or provide support to other County operations.

 

THE POSITION

This series specification describes two levels of the Human Resources Assistant classifications, which under close supervision at the lower level and under general supervision at the upper level perform complex and technical clerical work requiring the exercise of considerable initiative and judgment requiring specialized knowledge of Civil Service Rules, examination and certification procedures; and related personnel transactions associated with countywide hiring processes.

MINIMUM QUALIFICATIONS

Either I

Experience:

The equivalent of one year of full-time experience in the class of Human Resources Assistant I in the Alameda County classified service.

OR II

Experience:

The equivalent of four years of full-time clerical experience that includes working with databases and experience working with personnel policies, procedures and practices.

Substitution:
Completion of 60 semester or 90 quarter units in Business Administration or Public Administration from an accredited college or university may be substituted for two of the required years of experience.

 

Special Requirement:

All candidates must be able to utilize an alphanumeric keyboard at the speed of not less than 40 words per minute.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

  • Thorough program knowledge of work requiring the application of a variety of rules, procedures, codes and systems
  • Complete and broad understanding of all aspects and details of the work is required at this level
  • Operation of office machines and equipment, including personal computers and word processing and spreadsheet software

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

  1. A review of candidates' application to verify possession of minimum requirements.  Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. A computer skills assessment test (Microsoft Word and Excel).  Those candidates who pass the computer skills assessment test will move to the last step in the testing process;
  3. An oral interview which will be weighted as 100% of the candidates' final examination score.  The oral interview may contain situational exercises.

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
