Behavioral Health Clinical Manager

Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application.  Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.  Failure to submit the Supplemental Questionnaire will result in disqualification.

 

There are vacancies in various locations.  However, there are multiple vacancies within Santa Rita Jail. If interested in being considered for Santa Rita positions, please include "rotating shifts" as a shift preference and "Dublin" as a location preference. 

 

Vacancies at Santa Rita Jail are required to participate in pre-planned use of force incidents with Alameda County Sheriff’s Office sworn staff, to include the facilitation of crisis intervention, de-escalation and therapeutic needs of a client, and shall be compensated an additional 15% of the base pay.


Qualified bilingual persons who speak English and are also fluent in: Spanish, Chinese, Vietnamese, Cambodian, Laotian, Korean, Mien, Tagalog, Amharic, Farsi, Dari, Tigrigna, Russian, Romanian or Sign Languages are especially encouraged to apply. There is an additional bi weekly compensation for persons in positions designated bilingual. Qualified candidates may be tested to demonstrate language proficiency.

THE POSITION

Under general direction, plans, develops, manages and oversees the administration of behavioral health care clinic/program operations and services; develops operational and administrative policies, procedures, standards and objectives; and performs related duties as assigned.

 

This class is located in Alameda County Behavioral Health which provides alcohol and other drugs and mental health services through county staff, private providers and community-based organizations. Behavioral Health Clinical Managers direct and manage behavioral health care clinics/programs through subordinate professional-level and/or supervisory staff; serve in a consultative role to management, community-based organizations and providers; participate in strategic planning and task force activities; and develop and monitor clinic/program budgets and work plans. The Behavioral Health Clinical Manager is distinguished from the lower level class of Behavioral Health Clinical Supervisor in that the latter does not have overall responsibility for program planning, development and evaluation, program reporting and statistics, and program outcome monitoring. The Behavioral Health Clinical Manager manages and oversees clinics/programs which include 8 or more paraprofessional and professional level staff. It is further distinguished from the higher-level class of the Community Support Center Director in that the latter oversees all outpatient community supports centers/clinics.

·       A competent decision maker capable of solving problems and taking appropriate action which is consistent with all available facts, constraints, and probable consequences in a fast paced, multidisciplinary environment by identifying and understanding issues, problems, and opportunities, and comparing data from different sources to draw conclusions.

·       An effective communicator who conveys information and in a manner that meets audience needs; someone able to develop and maintain effective relationships with others and who relates well to people from varied backgrounds and in different situations.

·        One who is capable of organizing and prioritizing work to meet critical conflicting deadlines.

·     Someone experienced in the design, implementation and management of large, complex behavioral health care programs and/or clinics, and who is able to oversee and direct resources, personnel and activities including multi-disciplinary teams.

·      A highly knowledgeable behavioral health clinician who applies applicable federal, state and local laws, rules and regulations, and keeps up with terminology and current developments and trends in the behavioral health system of care and who has achieved sufficient clinical knowledge and skill in the operations and services of a behavioral health care clinic/program which provides direct alcohol and other drugs and behavioral health services through county staff, private providers and community-based organizations.

·       Someone who knows current theories, principles, and practices for services to clients with serious behavioral care symptoms and diagnosis; psychological diagnostic methods and terminology; and cultural and social factors affecting behavior patterns. 

·      A supportive supervisor knowledgeable of management principles and practices, including work planning, employee supervision and resource allocation, an is capable of instructing, focusing and guiding others in accomplishing performance and work goals and objectives of behavioral health clinic/program operations and services. 

·       Someone capable of identifying and understanding how external issues (e.g., economic, political, social and health care trends) impact the work of behavioral health care services and who is able to motivate and inspire others by providing leadership and setting a sense of purpose for the Clinic/Program.

MINIMUM QUALIFICATIONS

The minimum professional requirements for admission to the competitive assessment process include:


Either I

Experience: The equivalent of one year of experience in the class of Behavioral Health Clinical Supervisor in the Alameda County classified service. (Non-classified includes District Attorney's Office, Hospital Authority, and the Consolidated Courts.)

Or II

The equivalent of four years of post-license experience as a behavioral health/mental health clinician providing clinical and/or case management services, of which one year must have been in a supervisory capacity equivalent to that of a Behavioral Health Clinical Supervisor in Alameda County.

AND

Education:
Possession of a Master's degree from an accredited school in social work, marriage and family therapy, psychology, counseling, nursing or related field.

License/Certification:
Possession of valid clinical license from the one of the applicable licensing authority: California Board of Behavioral Sciences, California Board of Psychology, or California Board of Nursing.

Some positions in this class require a valid California Motor Vehicle Operator's license. Applicants must possess such license prior to appointment to such positions.

Special Requirements:

Must pass extensive background clearance from the Sheriff’s Department to work in the County Jail setting.

In compliance with the Administrative Simplification provision of the Health Insurance Portability and Accountability Act of 1996 (HIPPA), employees in this classification are required to possess a National Provider Identifier (NPI) number prior to their first day of employment.

In compliance with Medicare regulations, eligible licensed clinicians in this classification are required to complete the "Medicare Enrollment Process for Physicians and Non-Physician Practitioners" through the Centers for Medicare and Medicaid Services (CMS) of the U.S. Department of Health and Human Services, prior to their first day of employment. Approval for Medicare processing must be received from the CMS within 180 days of the date of hire. Active enrollment in Medicare is a condition of employment. Failure to attain or maintain active enrollment will result in termination.

EXAMINATION COMPONENTS

The examination will consist of the following steps:

1) A review of applicants' applications to verify possession of minimum requirements.

2) Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process which is a review of candidates' Supplemental Questionnaires to select the best qualified applicants to continue in the process.

3) Those candidates selected as best qualified will move on to the next step in the examination process, an oral interview examination which will be weighted as 100% of the candidate's final examination score. The oral interview examination may contain situational exercises.

 

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
