Systems Coordinator (Exam #23-0303-01) read this entire bulletin. There are
specific instructions on how to reapply for this position. Qualified
applicants must be current county employees and have completed the equivalent
of six months of continuous service following a regular appointment in the
Alameda County classified service by March 4, 2024. A regular
appointment does not include provisional, TAP (Temporary Assignment Pool), or
STEP-UP appointments.

The scores and dispositions of candidates for this
examination will be merged with previous exam participants. If you have
previously submitted an application and choose to reapply, your new
score/disposition will replace your current

completed Supplemental Questionnaire must be submitted with each

Day for Filing. Failure to submit the Application or Supplemental
Questionnaire will result in disqualification.

The Alameda County Social Services Agency (SSA) is comprised of 2,400 men and women working collectively and in partnership with community-based organizations to serve the needs of the community. Services are provided through four departments: Administration and Finance, Adult and Aging Services, Children and Family Services, and Workforce and Benefits Administration. THE POSITION
Under direction, incumbents of the class of Program Systems Coordinator act as liaison between end-users in their department and the Social Services Information Division and other information systems providers participating in the evaluation, planning, organization, design, modification and implementation of existing and new information systems by ensuring that program regulations are implemented and procedures are developed and meet functional requirements for end-users; and perform other duties as required.
THE IDEAL CANDIDATE
In addition to meeting the minimum qualifications stated below, the ideal candidate will have demonstrated a track record of success in the following areas:
· Ability to evaluate various systems and effectively represent information system users in the design of systems for automated applications.
· Demonstrated expertise as a self-directed problem-solver with high standards for quality and a strong commitment to customer service.
· Exceptional communication skills, both written and oral, and the ability to communicate effectively with staff who are not familiar with data processing.
· Strong ability to identify and understand complex problems and concepts, gather and analyze information, make decisions and exercise good judgment based on available data, design solutions to problems, and formulate and articulate action plans.
· Ability to maintain effectiveness even when experiencing changes in work responsibilities, priorities and deadlines and takes prompt action to accomplish objectives; champion policy/practice changes instituted by upper management as well as a willingness to identify issues and address them proactively and collaboratively.
· Exceptional organizational skills, including the ability to independently prioritize tasks and not only work on multiple projects simultaneously, but also be able to provide status updates on projects at a moment’s notice.
Education:
The equivalent to graduation from an accredited four-year college or university (180 quarter units or 120 semester units) with a major in social science, business or public administration, computer science or a related field.
(Experience as outlined below may be substituted for the education requirement on a year-for-year basis.)
AND EITHER I
Experience:
The equivalent of one year full-time experience in the classification of Supervising Eligibility Technician in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts).
OR II
Experience:
The equivalent of three years of full-time experience in the direct delivery of services to clients or the oversight of such services in the program area assigned in a Social Services organization, one year of which must have included participation in planning, implementation or overseeing the utilization of automated information systems necessary for such programs.
NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:
1. A review of applicants' applications and supplemental questionnaires to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the testing.
2. A review of candidates' Supplemental Questionnaires to determine the best qualified. Those candidates considered the best qualified will move on to the final step in the examination process.
3. An oral examination which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.
Candidates must attain a qualifying rating on each portion of this examination.
