Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.  Failure to submit the Application or Supplemental Questionnaire will result in disqualification.

DESCRIPTION


ALAMEDA COUNTY HEALTH

Alameda County Health is the local government agency that promotes and protects the health and well-being of all who live, work, learn, and play in Alameda County. We coordinate services and cultivate partnerships with community organizations and providers to help ensure access, organize, and deliver health care and services to people with Medi-Cal and without insurance, support resilient communities, and improve health for all. We focus on health equity by developing programs and systemic solutions that reduce disparities for the people and communities we serve.

Alameda County Health’s departments and programs focus on services and support that provide care for the whole person.

· The Behavioral Health Department provides mental health and substance use services for people with Medi-Cal and without insurance and supports people along their path to wellness, recovery, and resilience.

· The Environmental Health Department works to keep our air, water, and food safe; it regulates, protects, and promotes the health of everyone in Alameda County by enforcing environmental health codes to reduce exposure to toxins and diseases.

· The Public Health Department focuses on community and population-level health, preventing and addressing root causes of health inequity across a range of communicable and chronic diseases.

· Alameda County Health also provides services through Housing and Homelessness Services, Emergency Medical Services Agency, HealthPAC, and Healthy Schools and Communities.

PUBLIC HEALTH DEPARTMENT

As part of Alameda County Health, the Public Health Department works in partnership with our local communities to ensure the optimal health and well-being of all people. We monitor health status and service delivery, prevent disease, mobilize communities, conduct outreach, and promote health policy and education. We actively seek partnerships and engage with the community to improve community health through a dynamic and responsive process that respects diversity, addresses health equity, and challenges us to provide for present and future generations.

We are nurses, doctors, community psychologists, epidemiologists, dentists, medical social workers, physical and occupational therapists, dietitians, outreach workers, health educators, program managers, and pre-hospital care coordinators.

THE POSITION

Under general direction, leads planning, design, and implementation of epidemiology surveillance, and evaluation activities at the program level, including epidemiological studies; oversees and provides lead direction and technical expertise for epidemiology program goals and objectives; and performs related work as required.


THE VACANCIES

The current Epidemiologist III vacancies are located in Alameda County Health, Public Health Department. However, the eligible list resulting from this recruitment may be used to fill future vacancies in other program areas and departments.

 

THE IDEAL CANDIDATE

In addition to meeting the minimum qualifications below, the ideal candidate will possess the following critical attributes:

  • Leading the development of high-level reports, presentations and dashboards to inform staff and programs, policy makers, community, students and professionals. 
  • Project management to establish scope, priorities, tasks, timelines, and completion of epidemiologic analysis projects
  • Identifying health inequities and drivers of health inequities, and considering policy and programmatic approaches to reducing health inequities 
  • Providing guidance to stakeholders on designing and implementing surveillance, research, or evaluation that includes analyzing quantitative health-related data
  • Leading the cleaning, analysis, and synthesis of quantitative program, surveillance, and/or outbreak data for dissemination. 
  • Designing and conducting quantitative analyses regarding health inequities and the structural drivers or social determinants of health.
  • Acting in a lead capacity coordinating, monitoring, and reviewing work; mentorship and coaching; and providing specialized technical assistance and training.
  • Appropriately applying the principles and practices of epidemiology, statistics and public health including disease surveillance, designing epidemiologic analyses, and conducting descriptive and/or multivariable analysis 
  • Manipulating, analyzing, and synthesizing data for reports, presentations and publications.
  • Identifying and integrating information from a variety of sources; detecting trends, associations, and cause-effect relationships.
  • Delivering presentations suited to the needs of technical audiences, lay audiences, and communities disproportionately affected by health inequities.
  • Taking advantage of available resources to complete work efficiently, while prioritizing more critical and less critical activities and assignments and adjusting priorities as appropriate.
  • Building partnerships and developing collaborative rapport with various entities such as academic institutions, health care organizations, community-based organizations, and state and federal public health partners.
  • Outstanding verbal and written communication and presentation skills.
  • Proactively problem-solving and learning new skills.

MINIMUM QUALIFICATIONS

EITHER I

Experience:

The equivalent of two years of full-time experience in the class of Epidemiologist II in the Alameda County classified service.

OR II  

Education

Possession of a master’s degree from an accredited college or university in epidemiology, biostatistics, social/behavioral sciences or another closely related field.

AND

Experience:

The equivalent of four years of full-time, professional-level epidemiology experience, preferably in a public health, health care delivery, or academic institution setting.

 

Substitution:

Possession of a Ph.D. or DrPH in epidemiology, biostatistics, social/behavior sciences or another closely related field from an accredited college or university may be substituted for two years of the required experience in pattern II.

 

License:

Specific positions may require possession of a valid California driver's license.

 

NOTE:  The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

  • The latest trends and practices in the field of Epidemiology.
  • Epidemiological analysis methods, research and program evaluation design and implementation; complex statistical analysis methods and interpretation.
  • Current statistical and database management software applications.
  • Principles and methods of survey design and public health surveillance.
  • Principles of lead supervision and project management.
  • Principles of public health prevention, disease and injury etiology.
  • Environmental, social, economic, political, cultural and other issues impacting epidemiology.
  • The Ten Essential Public Health Services.
  • Disparities in health outcomes of vulnerable populations, and the role and influence of socio-economic, behavioral, and environmental factors affecting health risks and status.

Ability to:

  • Plan, design, conduct and evaluate varied epidemiological research studies and draw valid conclusions.
  • Prepare clear, accurate, and effective reports, correspondences, policies, informational brochures and other written materials.
  • Collect and analyze complex statistical data using statistical software.
  • Draw conclusions and make appropriate recommendations.
  • Present and explain epidemiologic data to a variety of audiences.
  • Identify and collect valid and reliable quantitative and qualitative data and information.
  • Facilitate and model effective written and oral communication with attention to linguistic preferences and cultural proficiency.
  • Exercise sound independent judgment within established procedural guidelines.
  • Exercise interpersonal sensitivity and group interaction skills to establish and maintain effective working relationships.
  • Prioritize tasks and coordinate several activities to meet critical deadlines.
  • Understand and incorporate the Agency and Department's core values and ethical standards of practice into all interactions with individuals, organizations and communities.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

 

  1. A review of applicants' applications to verify possession of minimum requirements. Those applicants who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. A review of candidates’ Supplemental Questionnaires to determine the best qualified. Those candidates considered the best qualified will move on to the final step in the examination process.
  3. An oral interview which will be weighted as 100 % of the candidate's final examination score. The oral interview may contain situational exercises.
