Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.  Failure to submit the Application or Supplemental Questionnaire will result in disqualification.

ALAMEDA COUNTY HEALTH

Alameda County Health is the local government agency that promotes and protects the health and well-being of all who live, work, learn, and play in Alameda County. We coordinate services and cultivate partnerships with community organizations and providers to help ensure access, organize, and deliver health care and services to people with Medi-Cal and without insurance, support resilient communities, and improve health for all. We focus on health equity by developing programs and systemic solutions that reduce disparities for the people and communities we serve.

Alameda County Health’s departments and programs focus on services and support that provide care for the whole person.

· The Behavioral Health Department provides mental health and substance use services for people with Medi-Cal and without insurance and supports people along their path to wellness, recovery, and resilience.

· The Environmental Health Department works to keep our air, water, and food safe; it regulates, protects, and promotes the health of everyone in Alameda County by enforcing environmental health codes to reduce exposure to toxins and diseases.

· The Public Health Department focuses on community and population-level health, preventing and addressing root causes of health inequity across a range of communicable and chronic diseases.

· Alameda County Health also provides services through Housing and Homelessness Services, Emergency Medical Services Agency, HealthPAC, and Healthy Schools and Communities.


EMERGENCY MEDICAL SERVICES

As part of Alameda County Health, the Emergency Medical Services Agency (EMS) works to ensure robust and timely access to ambulance services for all Alameda County residents and leads the agency’s emergency preparedness and response work. We are EMTs, paramedics, doctors, program administrators, and paramedics in training.


Alameda County Health Emergency Medical Services Agency (AC Health EMS) is a District within Alameda County Health. We are recognized by the California Emergency Medical Services Authority as a "Local EMS Agency," or LEMSA. LEMSA's throughout the state are responsible for planning, implementing, evaluating, and regulating local EMS systems. Many of our responsibilities, and the authority needed to carry our oversight role, are derived from Division 2.5 of the California Health and Safety Code and related chapters of Title 22 of the California Code of Regulations.

The Alameda County Health EMS System is comprised of many stakeholders including dispatch centers, first responder agencies, ambulance providers, hospitals, and specialty centers for the emergency care of victims of major trauma, stroke, and certain serious heart conditions. The Alameda County Health EMS Agency coordinates the comprehensive emergency medical services system through its contracted and permitted provider organizations, as well as through the development and implementation of policies and procedures for prehospital care.

 

The EMS Agency works closely with system stakeholders as it seeks to continually improve patient care and service delivery through evidence-based policy and program development.

 

AC Health EMS promotes health equity through its Injury Prevention Program as well as its EMS Corps and Health Pathway Partnership programs which help prepare young people in underserved communities for careers in health care.


THE POSITION:

Under the direction of the Director of Emergency Medical Services (EMS) or a subordinate manager, positions in this classification facilitate the operations of the programs of the Emergency Medical Services District, a division of Alameda County Health, and the Local Emergency Medical Services Agency for Alameda County. Employees in this classification are responsible for helping to ensure the effective, efficient, and cohesive delivery of emergency medical services by all hospitals, public safety agencies, and private providers to the visitors and citizens of Alameda County.  

THE VACANCIES

The current Emergency Medical Services Coordinator vacancies are located in Alameda County Health. However, the eligible list resulting from this recruitment may be used to fill future vacancies in other program areas and departments.

 

THE IDEAL CANDIDATE

In addition to meeting the minimum qualifications below, the ideal candidate will have demonstrated a track record of success and will possess the following critical attributes:

  • Ability to coordinate and monitor emergency medical care and services.
  • Demonstrate strong leadership abilities, effective teamwork and facilitation skills.
  • Ensure compliance with all relevant Federal and State codes, statutes, and regulations, as well as County protocols, guidelines, and contracts governing emergency providers of prehospital care, trauma services, and other specialties.
  • Ability to provide oversight of 911 emergency medical services, encompassing dispatch, first responders, prehospital  providers, hospitals, specialty centers, and the local trauma system.
  • Possess a deep understanding of the roles and interrelationships of organizations within EMS systems, particularly those similar to the Alameda County EMS system.
  • Establish and maintain positive, collaborative working relationships with EMS system stakeholders, County staff, and the public.
  • Well-versed in EMS protocols and procedures, ensuring that service delivery is aligned with best practices in patient care.
  • Interpret and apply policies, regulations, and procedures, ensuring full compliance with all applicable standards. 
  • Possess organizational skills with the ability to prioritize competing demands while maintaining consistent service excellence.  
  • Exercise sound independent judgment, particularly in high-pressure situations, within the framework of established policies and guidelines.

MINIMUM QUALIFICATIONS

Experience:  

The equivalent of three (3) years of full-time, progressively responsible experience performing duties that included program design, planning, implementation and/or evaluation in a health care organization focused on the provision of emergency medical services or in a 9-1-1 dispatch center that performs emergency medical dispatch.  

AND  

EITHER I

License:  

Possession of a current, valid license as a Registered Nurse in the State of California,  

OR II  

Possession of a current, valid license as an EMT-paramedic in the State of California.  

OR III  

Possession of a current, valid certification as an EMT-Basic in the State of California.  

OR IV  

Possession of a current, valid EMD certification.  

OR V  

Possession of a current, valid license as a Physician’s Assistant in the State of California.  

AND  

Possession of a valid California Driver’s license is required.    

NOTE:    The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

  • Emergency medical services (EMS) provider levels of service.

Ability to:

  • Work on an on-call or 24/7 basis as needed.
  • Know and implement Federal, State, and County codes, statutes, ordinances, and regulations related to emergency medical services.
  • Provide leadership while establishing and maintaining positive working relationships with the public, various agencies, and other County employees.
  • Communicate clearly and effectively, both orally and in writing.
  • Strategically plan for pre-planned and no-notice system needs.
  • Facilitate multi-discipline meetings to include public agencies, private entities, and the public.
  • Apply strategic planning principles to Emergency Medical Services.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS

  1. A review of applicants' applications to verify possession of minimum requirements. Those applicants who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. A review of candidates’ Supplemental Questionnaires to determine the best qualified. Those candidates considered the best qualified will move on to the final step in the examination process.
  3. An oral interview which will be weighted as 100 % of the candidate's final examination score. The oral interview may contain situational exercises. 

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
