Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Failure to submit the Supplemental Questionnaire will result in disqualification.

DESCRIPTION

MISSION STATEMENT

The mission of the Alameda County Probation Department is to protect the public safety by providing supervision, services, support and opportunities to our clients on behalf of the people of Alameda County through quality supervision, leadership, services and effective partnerships.

THE AGENCY

The Alameda County Probation Department is an essential element of the County’s system of public protection and human services. The Department’s role is to reduce the impact of crime in the community by providing accurate, comprehensive and timely information and recommendations to the Courts, providing community-based sanctions and treatment for offenders, and working cooperatively with law enforcement agencies and community organizations with similar objectives. The Department provides a wide range of mandated and discretionary investigative, advisory, and supervisory services to adult and juvenile probationers pursuant to State law and the County Charter.

THE POSITION

Under general direction, independently plans, contracts, directs, administers and implements Probation legislative, public information, training, research, employment, education, re-entry and community-based programs.

DISTINGUISHING FEATURES

Under the general direction of the Assistant Chief Probation Officer, this position is responsible for planning, organizing and directing all Alameda County Probation Department research and evaluation activities; and, doing related work as required.

MINIMUM QUALIFICATIONS

Education:

Possession of a bachelor's degree from an accredited college or university (180 quarter or 120 semester units) preferably in research, evaluation or assessment.

And
Experience:

Five years of full-time, professional-level experience in research and development activities related to rehabilitation, criminal justice and/or re-entry programs, in which your primary responsibilities involved research, analysis and the compilation, investigation and evaluation of data.  Two years of this experience must have included research project management and responsibility for directing staff.

Substitution:

Possession of a master's degree or above may be substituted for one year of the required experience.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:
  • State and local regulations that govern probation programs.
  • Methods and techniques of research program development, performance metrics, evidence-based practices, and program fidelity measures.
  • Principles, methods and practices of public administration; statistics, research and development; management and statistical analysis; personnel, fiscal, program management and administrative problem solving.
  • Community and agency consultation methods and procedures.
  • Computer applications, hardware and software related to the work.
Ability to:
  • Plan, organize, control and evaluate Probation Department research programs.
  • Establish and maintain data security protocols.
  • Integrate the activities of a program to attain program goals.
  • Communicate and interact effectively with a variety of government and community officials, and with individuals of diverse backgrounds, positions and life experiences.
  • Interpret and apply state and local legislation, codes, regulations and programs related to probation.
  • Prepare and present clear and concise oral and written communications.
  • Develop and recommend effective courses of action.
  • Consult with and advise top administrators on the activities and effectiveness of various programs.
  • Manage multiple priorities and work under pressure.
  • Make public presentations to groups within and outside of County government.
  • Develop short and long-range budget plans that accurately reflect program needs.
  • Apply the resources and tools of a specialty subject area.
  • Supervise staff, evaluate their performance and take appropriate action.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

  1. A review of applicants' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. A review of the supplemental questionnaire to determine best qualified. Those candidates considered the best qualified will move on to the next step in the examination process.
  3. An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
