DESCRIPTION



THE AGENCY
The mission of Public Works is to enhance the quality of life for the people of Alameda County by providing a safe, well-maintained, and lasting public works infrastructure through accessible, responsive and effective services. Public services provided by the Alameda County Public Works Agency include flood and storm water pollution control, transportation planning and design, roadway and flood control maintenance and inspection, and construction and building inspections. 

The goals of the Agency are to keep roads safe and well maintained, provide the highest level of flood protection, provide service levels that optimize infrastructure life cycles, minimize deferred maintenance, ensure that development and construction adhere to applicable State and County rules, optimize disaster preparedness, response and recover, ensure that the Agency’s operations and services minimize negative impacts on the environment, and sustain and advance County and Agency programs through a vital business and administrative support system.

THE POSITION 
Under general direction, to be in charge of a major engineering, construction, maintenance, or related activity; to help plan major engineering projects and to supervise the work of professional and sub-professional engineering personnel; and to do related work as required.

Senior Civil Engineers have a continuing responsibility for the quality and quantity of the work of a unit, as well as other supervisory duties, as distinguished from the next lower level, Associate Civil Engineers, who generally have responsibility for projects.  The unit under a Senior Civil Engineer is relatively homogeneous, whereas higher-level supervisors, such as Principal Civil Engineers, are responsible for several such units, covering a variety of functions.

IDEAL CANDIDATE

In addition to meeting the minimum qualifications, the ideal candidate for the Senior Civil Engineer in Flood Control Watershed Planning Section will possess proven experience and knowledge of:

  • Hydrology and hydraulics principles and practices
  • Hydrology and hydraulics studies and analyses, report writing
  • Consultant contract administration and project management
  • State and Federal regulations and requirements related to water resources and funding
  • Hydrologic and hydraulics software and programs 

VACANCY 

Flood Control Watershed Planning Services

Responsible for managing the Flood Control Watershed Planning Section, including staff and consultants; overseeing the Public Works Agency’s geographic information system (GIS); and overseeing the Alameda County Flood Control and Water Conservation District’s hydrologic and hydraulic data management program.

MINIMUM QUALIFICATIONS

EITHER I 

ExperienceThe equivalent of one (1) year of experience in the classification of Associate Civil Engineer, or in an equivalent or higher engineering classification in the Alameda County classified service.  


OR II
EducationPossession of a bachelor's degree from an accredited college or university with a major in civil engineering.

AND
ExperienceThe equivalent of two (2) years of professional engineering experience subsequent to becoming a Licensed Professional Engineer.


OR 

The equivalent of four (4) years of progressively responsible, full-time professional civil engineering experience, at least two (2) years of which were in a supervisory or administrative capacity.


Certificate and LicensePossession of a valid License as a Professional Engineer issued by the California Board for Professional Engineers, Land Surveyors, and Geologists.

Possession and maintenance of a valid Class C California State Motor Vehicle Operator's license.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

  1. A review of the applicants’ application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. An oral interview which will be weighted as 100% of the candidates’ final examination score. The oral interview may contain situational exercises.
Candidates must attain a qualifying rating on each portion of this recruitment.
