DESCRIPTION
THE AGENCY
Zone 7 Water Agency is located in the Tri-Valley region of the eastern San Francisco Bay Area. It provides water on a wholesale basis to the cities of Pleasanton, Livermore, Dublin and the Dougherty Valley area of San Ramon, and flood-protection services to all of eastern Alameda County. Zone 7 employs approximately 116 full-time employees and operates on an annual budget of $80.3 million dollars. The Agency’s administrative offices are located in Livermore, CA, the easternmost city of Alameda County, which is bordered by Contra Costa County to the north and San Joaquin County to the east. THE POSITION
Under general direction, plans, organizes and directs water quality section activities for Zone 7; strategizes, monitors and ensures Agency compliance with water quality standards and regulations; provides technical support to operations, and performs other related work as required.
This single position class is distinguished from other management classifications within the Agency by its responsibility for ensuring water quality regulatory compliance during operations and maintenance activities. Areas of program responsibility include technical operations support, environmental compliance related to water quality issues, watershed management, water supply engineering, laboratory sampling and testing, and emergency planning and preparedness. This class is distinguished from the Assistant General Manager, Engineering position in that the latter has overall administrative responsibility for all water engineering services sections of the Agency and supervises this class. It is distinguished from the Water Quality Engineers and Water Quality Laboratory positions in that the latter perform specific program activities and report to this class. This is a section head position.
This class reports to the Assistant General Manager, Engineering.
The ideal candidate will have a balanced approach to technical proficiency, leadership, and regulatory compliance, ensuring the highest standards of water quality management.

MINIMUM QUALIFICATIONS
Education: Possession of a Baccalaureate degree from an accredited college or university with a major in engineering or chemistry.
AND
Experience: The equivalent of five years of full-time experience in water quality planning and evaluation or environmental engineering, at least two of which were in an administrative or supervisory capacity.
Certification: Possession of at least one of the following is required: a valid California Certificate of Registration as a Professional Engineer issued by the California State Board of Registration for Civil and Professional Engineers, a T-5 Water Treatment Operator’s certification and/or a Grade IV Water Quality Laboratory Analyst certification.
License: Possession of a valid Class C California driver’s license and a satisfactory driving record.

Working Conditions/Physical Requirements:
• On a continuous basis, sit at a desk for long periods of time in front of a computer screen.
• Intermittently twist to reach equipment or supplies surrounding desk.
• Perform simple grasping and fine manipulation.
• Use telephone and computer keyboard on a daily basis.
• Able to work out in the field in inclement weather when needed or when responding to emergency situations.
EXAMINATION COMPONENTS
THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:
A review of applicants' application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
A review of the supplemental questionnaire to determine the best qualified. Those candidates considered the best qualified will move on to the final step in the examination process.
An oral examination which will be weighted as 100% of the candidates' final examination score. The oral examination will be administered virtually and may contain situational exercises.
Candidates must attain a qualifying rating on each portion of this recruitment.
