DESCRIPTION


THE AGENCY
Zone 7 Water Agency is located in the Tri-Valley region of the eastern San Francisco Bay Area. It provides water on a wholesale basis to the cities of Pleasanton, Livermore, Dublin and the Dougherty Valley area of San Ramon, and flood-protection services to all of eastern Alameda County. Zone 7 employs approximately 116 full-time employees and operates on an annual budget of $80.3 million dollars. The Agency’s administrative offices are located in Livermore, CA, the easternmost city of Alameda County, which is bordered by Contra Costa County to the north and San Joaquin County to the east. Livermore, California’s oldest wine region, is known for the science and technology of its national laboratories, a historic downtown area, and the surrounding farmlands and ranches that mirror the Valley’s western heritage.

THE POSITION
Under general direction, oversees, and manages the purchasing section of the Agency; develops and administers agency-wide policies, procedures, regulations, and guidelines related to purchasing and contracts; provides leadership in planning, developing, and evaluating policies, purchasing systems, initiatives, and objectives for the purchasing section; and performs other related work as required.

This is a single class position located in Zone 7 Water Agency responsible for providing managerial and administrative oversight of the activities and staff in the areas of contracts, procurement and materials, equipment and supplies, inventory maintenance, and control in the Agency. This position is distinguished from the Buyer II, Zone 7 in that the former is responsible for complete oversight and management of the section. This position reports to the Assistant General Manager – Finance, Zone 7, who has multidisciplinary oversight and supervises staff of assigned functional areas.

  • Preparing accurate and complete bids, proposals and complete bids, proposal and specifications. 
  • Facilitating discussions between customers/partners and potential vendors to agree on contract terms and evaluates bids or proposals to make contract award decisions.
  • Understanding and application of Agency, County, and other governmental rules and regulations affecting purchasing functions with regards to the negotiating and purchasing of goods and services.
  • Maintaining focus, intensity, remains optimistic and persistent, even under adversity.
  • Using resources to identify key issue, problems, solve them, act decisively, and shows good judgment in decision-making.
  • Receiving and presenting information and concepts, in both written and oral formats.
  • Organizational skills, including the ability to independently prioritize tasks and work on multiple projects; and
  • The ability to maintain and foster a cohesive, interactive spirit and culture within the Agency.
  • Possession of a CPM (Certified Purchasing Manager), CPPO (Certified Public Purchasing Officer) or CPSM (Certified Professional in Supply Management) is desired. 

MINIMUM QUALIFICATIONS

EducationPossession of a bachelor's degree from an accredited college or university in public administration, business administration, accounting, finance, economics, purchasing, supply chain management, or in a related field.

AND

ExperienceThe equivalent of six (6) years of recent full-time procurement and materials/supply control experience, which included at least two (2) years of supervisory experience.  

SubstitutionAdditional work experience may be substituted for the education requirement on a year-for-year basis.

CertificationPossession of a CPM (Certified Purchasing Manager), CPPO (Certified Public Purchasing Officer), or CPSM (Certified Professional in Supply Management) is desirable.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:
  • Basic principles and practices of supervision.
  • Operations, services, and activities of a comprehensive centralized purchasing program.
  • Principles and practices of purchasing program development and implementation.
  • Principles and practices of supply coordination and inventory control.
  • Advanced methods and techniques of bid and specification and preparation.
  • Management skills to analyze programs, policies, and operational needs.
  • Principles and practices of governmental purchasing and contract administration.
  • Applicable laws, codes, regulations, policies, and procedures related to public bidding, contracting, and procurement.
  • Electronic procurement systems, Microsoft Suite applications such as Microsoft Word, Excel, PowerPoint, and Outlook.
Ability to:
  • Oversee, organize, direct, and coordinate the work of subordinate staff.
  • Negotiate and purchase goods and services for a government agency.
  • Prepare accurate and complete bids, proposals, and specifications.
  • Develop and administer division goals, objectives, and procedures.
  • Prioritize, organize, and coordinate several projects concurrently.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of the work.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

  1. A review of applicants' application to verify possession of minimum requirements.  Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. A review of the supplemental questionnaire to determine the best qualified. Those candidates considered the best qualified will move on to the final step in the examination process.
  3. An oral interview which will be weighted as 100% of the candidates' final examination score.  The oral interview may contain situational exercises.

Candidates must attain a qualifying rating on each portion of this recruitment.
