THE AGENCY
Zone 7 Water Agency is located in the Tri-Valley region of the eastern San Francisco Bay Area. It provides water on a wholesale basis to the cities of Pleasanton, Livermore, Dublin and the Dougherty Valley area of San Ramon, and flood-protection services to all of eastern Alameda County. Zone 7 employs approximately 116 full-time employees and operates on an annual budget of $80.3 million dollars. The Agency’s administrative offices are located in Livermore, CA, the easternmost city of Alameda County, which is bordered by Contra Costa County to the north and San Joaquin County to the east. THE POSITION
Under general direction, plans, directs, coordinates, and performs professional-level duties associated with water resource planning, studies, and reports relating to current and long-range water resources, environmental and watershed planning, and flood protection; develops strategies, policies, and programs to enhance local and imported water resource opportunities, regional environmental and watershed resources and flood protection; independently performs very complex data compilations, resource planning, water demand forecasting, economic analysis or other such assignments; performs project management of highly specialized water resources and watershed programs and flood protection manages, reviews and evaluates the work of the water resources planning section with major program responsibilities related to water resources planning, watershed management and environmental permitting; and performs other related work as required.
The single position classification of Principal Resources Planner, Zone 7, is located in the Zone 7 Flood Control and Water Conservation District and reports directly to the Water Resources Manager. Incumbents in this class will be responsible for supervising professional water resources planners and support staff performing water resources planning functions. This position will be assigned the most complex and technical policy development and planning assignments. The class of Principal Water Resources Planner, Zone 7, is distinguished from that of the next lower-level classification of Senior Water Resources Planner, Zone 7, in that the latter class is a first-line supervisory class having responsibility for day-to-day project(s) or program(s), while the former class has responsibility for managing the water resources planning section involving several programs.
The ideal candidate has experience with a proven track record of success that demonstrates knowledge, skills and abilities in the following areas:
Expertise in water resources management planning, including but not limited to Urban Water Management Plans, Groundwater Sustainability Plans, State Water Project, new water supply reliability projects, climate change adaptation, watershed management, water transfers, energy planning, demand forecasting and water supply portfolio management.
Expertise in principles, practices, and trends in water resources and operations, encompassing research techniques and the intricacies of codes, ordinances, and laws related to planning and environmental protection.
Proven knowledge in project management, contract administration, supervision principles, and the ability to apply these principles to planning, organizing, delegating, scheduling, and controlling.
Familiarity with applicable codes, regulations, and standards in water resources and energy management, along with principles and practices of energy system development and planning.
Effective techniques for working with groups and fostering team interaction, ensuring smooth teamwork.
Ability to train and supervise professional and technical support staff effectively.
Tactful and effective communication with the public, other agencies, developers, engineering firms, contractors, and employees.
MINIMUM QUALIFICATIONS
EITHER I
Experience:
The equivalent of two (2) years full-time experience in the class of Senior Water Resources Planner, Zone 7 in the Alameda County classified service.
OR II
Education:
Possession of a bachelor’s degree from an accredited college or university in urban or regional planning, economics, environmental studies, or a closely related field.
AND
Experience:
The equivalent of five (5) years full-time, progressively responsible professional water resource planning, one (1) year of which must have been of urban planning or working for a major utility department, and two (2) years of which must have been of supervisory or administrative experience.
License: Possession of a valid California State Motor Vehicle Operator's license may be required.

EXAMINATION COMPONENTS
THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:
A review of applicants' application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
A review of the supplemental questionnaire to determine the best qualified. Those candidates considered the best qualified will move on to the final step in the examination process.
An oral interview which will be weighted as 100% of the candidates' final examination score. The oral interview may contain situational exercises.
Candidates must attain a qualifying rating on each portion of this recruitment.
