THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. ALAMEDA COUNTY HEALTH

Alameda County Health is the local government agency that promotes and protects the health and well-being of all who live, work, learn, and play in Alameda County. We coordinate services and cultivate partnerships with community organizations and providers to help ensure access, organize, and deliver health care and services to people with Medi-Cal and without insurance, support resilient communities, and improve health for all. We focus on health equity by developing programs and systemic solutions that reduce disparities for the people and communities we serve.

Alameda County Health’s departments and programs focus on services and support that provide care for the whole person.

· The Behavioral Health Department provides mental health and substance use services for people with Medi-Cal and without insurance and supports people along their path to wellness, recovery, and resilience.

· The Environmental Health Department works to keep our air, water, and food safe; it regulates, protects, and promotes the health of everyone in Alameda County by enforcing environmental health codes to reduce exposure to toxins and diseases.

· The Public Health Department focuses on community and population-level health, preventing and addressing root causes of health inequity across a range of communicable and chronic diseases.

· Alameda County Health also provides services through Housing and Homelessness Services, Emergency Medical Services Agency, HealthPAC, and Healthy Schools and Communities.

 

PUBLIC HEALTH DEPARTMENT

As part of Alameda County Health, the Public Health Department works in partnership with our local communities to ensure the optimal health and well-being of all people. We monitor health status and service delivery, prevent disease, mobilize communities, conduct outreach, and promote health policy and education. We actively seek partnerships and engage with the community to improve community health through a dynamic and responsive process that respects diversity, addresses health equity, and challenges us to provide for present and future generations.

We are nurses, doctors, community psychologists, epidemiologists, dentists, medical social workers, physical and occupational therapists, dietitians, outreach workers, health educators, program managers, and pre-hospital care coordinators.

THE POSITION

Under general direction, to assist a Division Director in the administration and direction of their assigned division in the Public Health Department (Family Health Services, Community Health Services, Communicable Disease Control and Prevention, and Quality Improvement and Accreditation); coordinate financial and accounting operations, provide supervision and oversight to division staff regarding program operations, assist with organizational planning and development of divisional work units, facilities maintenance, personnel management, training and development, and related work as required.

 

THE VACANCY

The current vacancy is located in Alameda County Health's Public Health Department However, the eligible list resulting from this recruitment may be used to fill future vacancies in other program areas and departments.

MINIMUM QUALIFICATIONS

EITHER I
Education:

Possession of a bachelor’s degree from an accredited college or university in public health, health care, social work, public administration or related field.

AND
Experience:

The equivalent of three (3) years of full-time experience as a Health Care Program Administrator II or comparable classification with at least two (2) years of full-time experience in the management and oversight of a health program(s) involving the delivery of direct services.

OR II
Education:

Possession of a bachelor’s degree in public health, health care, social work, public administration, or related field.(Additional experience as outlined below may be substituted for the education on a year-for-year basis.)

AND
Experience:

The equivalent of four (4) years of full-time supervisory experience in the management and direction of a multi-program health, social, or community services organization and supervision of professional, multi-disciplinary staff, with overall program(s) responsibility in the following areas:  program and budget development, organizational/operational planning, development and evaluation, and coordination of community resources.

Substitution:

Possession of a master’s degree in public health, nursing, public health nursing, public policy, public administration, psychology, health care, social work or public administration may be substituted for one (1) year of the required experience, in either pattern above. 

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

  • Principles and practices of public health and health care administration
  • Current principles and practices of program development and management of a comprehensive, multi-program division.
  • Current principles, best practices of effective organization, management, monitoring, and trends in a service delivery system and Quality Assurance (QA)/Quality Improvement (QI).
  • County, state, and federal policies and regulations applicable to the delivery of health services.
  • Ten Essential Public Health Services and Foundational Capabilities.
  •  Budgetary and financial record-keeping techniques and financial analysis. 
  • Principles and processes of personnel management, including leadership, coaching, evaluation, development, and counseling.
  • Disparities in health outcomes for vulnerable populations which includes understanding the factors affecting health and health equity, e.g. institutional racism, socio-economic, disenfranchisement, sexism, heterosexism, violence, climate, and the environment. 
  • Principles and practices of procurement and contracts; contract compliance, negotiation, and administration. 
  • Strategic planning. 
  • Evaluation methodologies, management, and data analysis.

Ability to:

  • Demonstrate vision, leadership, and strong managerial skills. Identify operational problems, investigate and evaluate alternatives, and implement effective solutions.
  • Make strategic, relevant decisions that support the mission and vision of the assigned division and the Public Health Department.
  • Ensure the establishment of organizational infrastructure to address the social determinants of health in programs and services. 
  • Plan, organize, evaluate, direct, and coordinate program services. 
  • Integrate a variety of activities and services to achieve program goals, objectives, and priorities.
  • Analyze the effectiveness of policies, procedures, operations, and interventions; modify as needed to meet/improve programmatic objectives. 
  • Prepare, analyze, and monitor budgets.
  • Interpret and apply complex state and federal rules and regulations.
  • Exercise interpersonal sensitivity, political astuteness, and group interaction skills to establish and maintain effective working relationships. 
  • Facilitate and model effective oral and written communication with attention to linguistic preferences and cultural proficiency. 
  • Strategically use one’s own influence and demonstrate political astuteness in moving forward the mission of the organization. 
  • Collaborate with other agencies, departments, government entities, and local communities to achieve divisional and organizational goals while leveraging financial and other resources.

  • Prepare clear, accurate, and effective reports, correspondence, policies, informational brochures, and other written materials.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

  1. A review of applicants' applications to verify possession of minimum requirements. Those applicants who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. A review of candidates’ Supplemental Questionnaires to determine the best qualified. Those candidates considered the best qualified will move on to the final step in the examination process.
  3. An oral interview which will be weighted as 100 % of the candidate's final examination score. The oral interview may contain situational exercises.
