This is a reinstatement, transfer or voluntary demotion opportunity for current and former regularly appointed employees of Alameda County.
Reinstatement:
Pursuant to Civil Service Rule 1744: On the request of a department head and approval of the Commission, a regularly appointed employee who resigned in good standing may, within three years after the effective date of his/her resignation, be reinstated in a position in the class from which he/she resigned or in a position in another class for which he/she may be eligible as determined by the Commission. Appointments by reinstatement following resignation are subject to the probationary period established for the class. You must have been a classified County employee in the same job code or in a job code at the same salary maximum and left the County in good standing. In addition, you must meet the minimum and special qualifications of the specific position.
Transfer:
You must be a current County classified employee in the same job code or in a job code with the same salary maximum for which you are applying. In addition, you must meet the minimum and special qualifications of the specific position.
Voluntary Demotion:
You must be a current County classified employee in a job code which is at a higher salary maximum than the vacancy for which you are applying. In addition, you must meet the minimum and special qualifications of the specific position.
THE DEPARTMENTS:
ITD and ROV are looking for a Departmental Human Resources Officer to join our growing team. This position will report to a Departmental Human Resources Manager and will technically be housed in HRS but will be onsite with ITD/ROV. While there will initially be a focus on recruiting and exam creation, this would be a generalist position touching all aspects of HR.

ROV's MISSION STATEMENT:
The mission of the Registrar of Voters (ROV) is to encourage all eligible residents to exercise their right to vote, conduct elections in a fair, accurate, and efficient manner that inspires public confidence in the County elections process, maintain a continuous professional level of service to the public, and develop new techniques to improve outreach services that acknowledge the diversity of Alameda County.
All services provided by the ROV are mandated by the California Elections Code, the California Government Code, and the California Constitution. These mandated services include voter registration, voter outreach, candidate services, elections services, and vote by mail. THE POSITION:
Under general direction, to perform professional, human resources management work in a County department or agency assisting, developing and maintaining a program of human resources management and administration including, recruitment/staffing, workforce planning, training and development, examination development and administration, employee selection, position classification, performance evaluations, affirmative action, disciplinary and grievance procedures and employee relations; and to perform other related duties.
