Introduction

This is a reinstatement, transfer or voluntary demotion opportunity for current and former regularly appointed employees of Alameda County.

Reinstatement:
Pursuant to Civil Service Rule 1744: On the request of a department head and approval of the Commission, a regularly appointed employee who resigned in good standing may, within three years after the effective date of his/her resignation, be reinstated in a position in the class from which he/she resigned or in a position in another class for which he/she may be eligible as determined by the Commission. Appointments by reinstatement following resignation are subject to the probationary period established for the class. You must have been a classified County employee in the same job code or in a job code at the same salary maximum and left the County in good standing. In addition, you must meet the minimum and special qualifications of the specific position.

Transfer:
You must be a current County classified employee in the same job code or in a job code with the same salary maximum for which you are applying. In addition, you must meet the minimum and special qualifications of the specific position.

Voluntary Demotion:
You must be a current County classified employee in a job code which is at a higher salary maximum than the vacancy for which you are applying. In addition, you must meet the minimum and special qualifications of the specific position.

DESCRIPTION




THE AGENCY
The Human Resource Services Department provides state and local mandated support services to all County agencies, departments and to some special districts regarding: merit-based examinations, position classification, salary administration, grievance resolution, disciplinary appeals, labor negotiations, unemployment insurance, employee benefits, disability case management, training and organizational development and provides departmental personnel support services.  The Department, further supports the Civil Service Commission and its implementation of the Civil Service Rules.  We pride ourselves in delivering high quality and timely human resource services in partnership with County agencies, departments and special districts to enable our customers to reach their organizational goals.

THE POSITION
Under close supervision incumbents in this position perform complex and technical clerical work requiring the exercise of considerable initiative and judgment requiring specialized knowledge of Civil Service Rules, examination and certification procedures; and related personnel transactions associated with countywide hiring processes.  This position will perform a wide variety of support functions to the Personnel Services Division, specifically in the areas of Certification and Department of Justice (DOJ) background clearances. 

TYPICAL DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

  • Utilize an applicant tracking database system and HRMS on a daily basis to perform various countywide personnel and certification support functions/transactions;
  • Verify candidate eligibility for promotional or service connected preference points;
  • Modify and retrieve information from databases;
  • Process and manage certifications;
  • Manipulate data to generate a wide variety of informational and statistical reports;
  • Proofread reports for accuracy of data and statistical tabulations;
  • Answer routine questions from candidates, general public and county employees related to job opportunities, employment procedures, and rules and regulations;
  • Respond to general inquiries regarding application status;
  • Update applications upon request, and other related duties;
  • Enters data from certifications into Skill Survey Online Reference Check System.
  • Receive and process DOJ fingerprint results

MINIMUM QUALIFICATIONS

Either I

The equivalent of two years of full-time experience in the class of Clerk II or in an equivalent or higher level clerical class in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts) that includes working with databases and experience working with personnel policies, procedures and practices.

OR II

The equivalent of three years of full-time clerical experience that includes working with databases and experience working with personnel policies, procedures and practices.

Special Requirement:

All candidates must be able to utilize an alphanumeric keyboard at the speed of not less than 40 words per minute.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

Knowledge of:

• Specialized program knowledge of work requiring the application of a variety of rules, procedures, codes and systems. A minimum of six months to one year of specialized on-the-job training is necessary to acquire specialized knowledge
• Operation of office machines and equipment, including personal computers and word processing and spreadsheet software
