PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Agriculture this class is accountable for assisting in the direction of a Bureau or a major program(s) within the Office of the Commissioner.
SUPERVISION RECEIVED
Receives administrative direction from an Agriculture Bureau Director or other administrative official of higher grade.
SUPERVISION EXERCISED
Directs staff as assigned.
EXAMPLES OF DUTIES
- Assists
in directing the staff and operations of a Bureau;
- Assists
in coordinating, planning and managing Bureau activities;
- Assists
in preparation of proposed legislation and regulations;
- Interprets
and administers pertinent laws;
- Evaluates
staff;
- Assists
in preparation of Bureau budget;
- Maintains
contacts with individuals within and outside of division who might impact on
program activities;
- Supervises
registration and certification activities of a Bureau;
- Assists
in preparation of proposed legislation and regulations;
- Speaks before lay and
professional groups regarding department policy;
- Prepares correspondence and
reports;
- Leads the recruitment and
hiring of staff, including outreach, interview and selection;
- Performs
related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable
knowledge of relevant state and federal laws, statutes and regulations;
- Knowledge of
- and
ability to apply management principles and practices;

federal and state programs;

and research pertaining to the Bureau;

and written communications skills.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
- Eight (8) years of
experience in one or any combination of the following:
- enforcement
of agriculture laws and regulations;
- control
of disease which affects the public or agriculture industry;
- promotion
of agricultural products;
- administration
of state and/or federal laws and regulations;
- a combination of fiscal and/or administrative
functions (e.g. budget management, grants administration, personnel).
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been
in a lead or supervisory/administrative capacity.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on
the basis of fifteen (15) semester hours equalling one-half (1/2) year of
experience to a maximum of four years for a Bachelor's degree.
- A Master's
degree in a closely related field may be substituted for one (1) additional
year of the General Experience.
