PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for directing adjudicators engaged in conducting hearings under the Public Utilities Regulatory Authority and/or Uniform Administrative Procedure Act.

SUPERVISION RECEIVED

Receives executive direction from the Commissioner, Deputy Commissioner or other administrative official of higher grade; works in consultation with the Office of the Attorney General.

SUPERVISION EXERCISED

Directs adjudicators and other staff as assigned.

EXAMPLES OF DUTIES

  • Directs staff and operations of the unit;
  • Coordinates, plans and manages unit activities;
  • Plans, formulates and revises all administrative procedures used within the department;
  • Develops or assists in development of related policy, provides recommendations and drafts policy statements and regulations;
  • Interprets and administers pertinent laws;
  • Evaluates staff;
  • Acts as liaison with individuals, operating units, agencies and outside officials who might impact on unit activities;
  • Prepares reports and correspondence;
  • Mediates and conducts hearings on contested cases taking into consideration pertinent facts, laws and precedent decisions;
  • Serves as an advisor to Commissioner on all administrative procedures and adjudicatory matters;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to interpret and apply relevant complex state and federal laws, statutes and regulations;

    • electronic filing and records management systems;
  • Considerable
    • interpersonal skills;
    • oral and written communication skills;
  • Skill in researching and preparing matters involving contested cases;
  • Some negotiation, mediation, and trial ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Two (2) years of experience in the practice of law including administrative law.

SPECIAL REQUIREMENTS

Incumbents in this class must be admitted to practice law in the State of Connecticut within one (1) year of the date of appointment.
