PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Administrative Services, Collection Services Division this class is accountable for assisting in the direction of collection and enforcement of all charges and claims due for care of patients in institutions and facilities operated by various state departments and public assistance programs.
SUPERVISION RECEIVED
Receives administrative direction from the Collection Services Director or other administrative official of higher grade.
SUPERVISION EXERCISED
Directs staff of the division.
EXAMPLES OF DUTIES
- Directs staff and operations of collection services programs;
- Coordinates, plans and manages programs activities;
- Formulates program goals and objectives;
- Develops or assists in development of related policy;
- Interprets and administers pertinent laws;
- Evaluates staff;
- Assists in preparation of section budget;
- Maintains contacts with individuals within and outside of department who might impact on program activities;
- Assists in directing collection and enforcement of all charges and claims due for care of patients in institutions and facilities operated by various state departments and public assistance programs;
- Reviews operating procedures within section to ensure compliance with established policies and prepares recommendations for changes;
- Develops and implements staff training programs to introduce new procedures and improve techniques;
- Assist in developing, implementing and updating material for an operations and procedures manual including development of new policies and programs;
- Assists in preparation of proposed legislation;
- Provides consultation and technical assistance to staff;
- Supervises preparation of reports by assigned staff;
- Prepares responses to inquiries and/or complaints;
- Prepares synopses of difficult cases for review by Director;
- Oversees section activities during absence of Director;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- May testify regarding proposed legislation;
- May assist in establishing rates to be charged for various types of care and treatment;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of experience in hospital billings and collection of accounts, estate management, investigating determination of claims, business or public administration.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a supervisory or managerial capacity.
NOTE: For state employees this experience is interpreted at the level of a Reimbursement Team Leader.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.

A law degree may be substituted for one (1) additional year of the General Experience.
