PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of Policy and Management this class is accountable for administering the programs and operations of the Energy Section in the development of long range state strategies in the areas of energy planning and policies and the development of data systems for resource utilization and energy management.

SUPERVISION RECEIVED

Receives executive direction from the Under Secretary for Policy Development and Planning.

SUPERVISION EXERCISED

Administers programs and operations of section; directs all staff. 

EXAMPLES OF DUTIES

  • Administers staff and operations of the Energy Section;
  • Coordinates, plans and manages section activities;
  • Directs conduct of analytical studies regarding energy supply and demand and of technological evaluations of energy alternatives; 
  • Directs and participates in development of energy policy recommendations in areas of nuclear power, solar energy, oil and natural gas development and regulations and emergency planning;
  • Develops policy and position recommendations on major federal legislative and regulatory proposals; 
  • Represents the Office of Policy and Management and the Governor on national and regional boards and commissions;
  • Conducts and participates in multi-agency task forces on energy issues; 
  • Directs development of legislative proposals on administration energy policy;
  • Directs development of regulations to implement energy legislation or as a result of analyses of state and federal regulations;
  • Prepares and presents testimony to support state positions on federal regulations and legislative proposals and administrative position on bills pending in the State Legislature;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply management principles and practices; 
    • relevant state and federal laws, statutes and regulations; 
    • current energy issues and policies on a statewide, regional and/or national level; 
    • principles and practices of public administration; 
    • principles and practices of state planning; 
    • basic techniques of research; 
    • federal, state, municipal and private planning and development programs and sources of data; 
  • Considerable
    • interpersonal skills;
    • oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in research, planning, management or policy analysis.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been at a managerial level that primarily involved responsibility for energy research, energy planning and/or energy policy development.
NOTE: Managerial level is defined as a position responsible for planning, organizing, directing and controlling resources for a major subdivision of an agency or organization.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in administration, planning or a closely related field may be substituted for one (1) additional year of the General Experience.
