PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Administrative Services, Procurement Services this class is accountable for directing the day-to-day activities of assigned areas in the acquisition (procurement, lease or rental) of statewide equipment and related programs for the State.
GUIDELINES FOR JOB CLASS USE
- Incumbents in this class are responsible for multiple programs and/or services such as Contractor Prequalification, Surplus, P-Card and Construction Bidding with a large scope of responsibility within the procurement area.
- The incumbent must have influence over a significant dollar amount.
SUPERVISION RECEIVED
Receives administrative direction from the Director of Procurement Programs and Services or other administrative official of higher grade.
SUPERVISION EXERCISED
Directs assigned staff.
EXAMPLES OF DUTIES
- Directs staff and operations of an assigned area within the Procurement Programs and Services Section;
- Coordinates, plans and manages section activities including acquisition of statewide equipment including information technology, construction and real estate leasing, supplies, contractual and legal services;
- Develops, implements, and evaluates program policies, goals, and objectives;
- Assists with design and development of section programs and activities;
- Develops and implements new procedures and procedural revisions;
- Evaluates staff;
- Assists with preparation of section budget;
- Maintains contacts with individuals within and outside of section who might impact policy or program activities;
- Checks bid proposals and approves recommended awards for conformance with buying practice and state statutes;
- Prepares contracts and conducts open market buying for a specialized group of items;
- Oversees procedures relating to requisitions, bids, awards and complaints;
- Oversees procedures for requisition control and related programs;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of technical experience in large scale purchasing or procurement.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in a supervisory or managerial capacity.
NOTE: For state employees this experience is interpreted at the level of a Contract Team Leader.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.
- A law degree may be substituted for one (1) additional year of the General Experience.
