PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Developmental Services this class is accountable for directing the overall operation of a residential care and treatment program for a unit at a training school serving approximately 80 to 120 residential individuals with an intellectual disability.
SUPERVISION RECEIVED
Receives administrative direction from a Developmental Services Director of Residential Program or other administrative official of higher grade.
SUPERVISION EXERCISED
Directs staff assigned to unit program.
EXAMPLES OF DUTIES
- Directs staff and operations in the residential care and treatment program including orientation, training, counseling, evaluation and discipline in accordance with department standards;
- Assigns duties and reviews results for accuracy, effectiveness and conformance with policy;
- Studies, analyzes and evaluates tasks performed in unit;
- Keeps records and submits pertinent reports;
- Develops, directs coordinates and evaluates all elements of individual programming and safety within unit in accordance with professional standards, departmental policy and applicable ICF standards;
- Formulates program goals and objectives for unit;
- Ensures compliance with unit budget;
- Provides for development and implementation of an individual plan of services for each assigned resident;
- Ensures collection of data for reports required by regulation or policy for surveys;
- Acts as an advocate for individuals;
- Meets weekly with supervisors and other staff;
- Assists in special projects as needed;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- residential programs for individuals with an intellectual disability;
- goals, regulations and organization of intermediate care facilities and/or systems for individuals with an intellectual disability;
- Knowledge of
- and ability to apply management principles and practices;
- interdisciplinary approach to program planning;
- human rights of individuals with an intellectual disability;
- scope of services provided by major disciplines including psychology, social work and medicine for individuals with an intellectual disability;
- Considerable
- interpersonal skills;
- oral and written communication skills.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Three (3) years of experience in a supervisory capacity in the care or treatment of individuals with an intellectual disability.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
For state employees the experience below may be substituted for the General Experience:
- Three (3) years of experience as a Developmental Services Residential Program Supervisor 1.
- Two (2) years of experience as a Developmental Services Residential Program Supervisor 2.
- One (1) year of experience as a Developmental Services Facility Unit Program Manager, Nurse Supervisor or Rehabilitation Therapy Supervisor 1.
SPECIAL REQUIREMENTS
- Incumbents in this class may be required to possess a current license or certificate to practice the specialty in Connecticut. This requirement applies to those specialties requiring a license to practice by statute.
- Incumbents in this class may be required to travel.
