PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Veterans Affairs this class is accountable for assisting in the direction of the staff and operations of Health Care Services.
SUPERVISION RECEIVED
Receives administrative direction from the Veterans Health Care Services Administrator or other administrative official of higher grade.
SUPERVISION EXERCISED
Assists in directing staff of Health Care Services.
EXAMPLES OF DUTIES
- Assists in direction of staff and operations of Health Care Services;
- Assists in coordinating, planning and managing health care activities;
- Formulates program goals and objectives;
- Develops or assists in development of related policy;
- Interprets and administers pertinent laws;
- Evaluates and trains staff;
- Prepares or assists in preparation of budget;
- Maintains contact with individuals within and outside of facility who might impact on program activities;
- Participates on and provides medical staff committees with administrative guidance;
- Ensures protection of human and civil rights of patients and staff;
- Directs quality assurance programs;
- Identifies and resolves problems relative to staffing, utilization of facilities equipment, quality of client care and other operational activities;
- Assumes responsibilities of Administrator during their absence;
- Participates in the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of professional hospital or health care experience in a direct patient care area.
NOTE:
- Direct health care area includes occupational areas such as nursing, psychology, social work and rehabilitation therapy. It does not include occupational areas such as security, dietary, plant and maintenance, business or similar areas.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Three (3) years of the General Experience must have been in a supervisory capacity in administration of a health care services facility.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in health care administration, hospital administration or a closely related field may be substituted for one (1) additional year of the General Experience.
