PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Office of Policy and Management, Intergovernmental Policy Division this class is accountable for assisting in the direction of the staff of the Municipal Finance Services Unit. This class is also accountable for assisting the Director in managing the activities of distressed municipalities.
SUPERVISION RECEIVED
Receives administrative direction from the Director of Municipal Finance Services or other administrative official of higher grade.
SUPERVISION EXERCISED
Assists in directing staff of the unit as assigned.
EXAMPLES OF DUTIES
- Assists in directing staff and operations of Municipal Finance Services Unit;
- Assists in coordinating, planning and managing unit activities;
- Assists in formulating program goals and objectives;
- Assists in interpreting and administering pertinent laws;
- Maintains contacts with individuals within and outside of unit who may impact program activities;
- Assists with development of procedures and forms to be used in activities of unit;
- Identifies, monitors and prepares reports on municipalities in fiscal distress;
- Assists in directing and providing staff support to municipal financial review boards, receivership and Municipal Finance Advisory Commission;
- Analyzes financial reports and justification documents filed by distressed municipalities;
- Compiles and reviews budget submissions of distressed municipalities;
- Reviews and analyzes municipal collective bargaining agreements in distressed municipalities;
- Assists Director in analyzing impact of proposed regulations and legislation on unit programs and functions;
- Recommends and drafts legislation where appropriate;
- Assists in preparing reports and correspondence;
- Performs functions of Director where appropriate;
- Participates in the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of experience at a professional level in a combination of fiscal and/or administrative functions.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been at the full supervisory level over professional staff in accounting, auditing, budget management or grants management for a state, county or municipal government.
NOTE: For state employees this experience is interpreted at the level of a Fiscal/Administrative Supervisor, Supervising Accountant or Supervising Accounts Examiner.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in business administration, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.
