PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of the State Treasurer this class is accountable for performing as a specialist in the implementation of an investment monitoring program designed to accurately measure the investment results of the pension funds, mutual investment funds and investment managers for the purpose of evaluating performance against established benchmarks and also for the maintenance of an automated cash flow analysis and projections system for use in the allocation of pension funds' cash flow.

SUPERVISION RECEIVED

Works under the limited supervision of the Principal Investment Officer or other employee of higher grade.

SUPERVISION EXERCISED

May lead lower level employees as assigned.

EXAMPLES OF DUTIES

  • Collects, analyzes and reconciles master custodian bank and other investment accounting data to ensure proper measurement of investment performance against established benchmarks; 
  • Converts performance data into customized reports for review by Assistant Treasurer-Investments; 
  • Collects, analyzes and monitors cash flow data and reports on variances against projections; 
  • Provides timely accurate cash flow and asset distribution data necessary for appropriate allocation of pension fund cash flow to asset types in accordance with policy guidelines; 
  • Utilizes computers and spreadsheet software; 
  • May debug system software; 
  • May recommend methods of improving usefulness of reports; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Knowledge of
    • accrual investment accounting;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in investment accounting for a brokerage firm, financial institution or government agency.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in business administration, accounting or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in business administration, accounting or a closely related field may be substituted for one (1) additional year of the General Experience.

Appointed by the treasurer in accordance with Section 3-13a of the Connecticut General Statutes.
