PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Office of the State Treasurer this class
is accountable for the administration of all aspects of the state's unclaimed
property program.
SUPERVISION RECEIVED
Receives general
direction from an Assistant Treasurer or other employee of higher grade.
SUPERVISION EXERCISED
Directs staff of program.
EXAMPLES OF DUTIES
- Directs staff and operations of the state’s unclaimed property program;
- Formulates goals and objectives;
- Coordinates, plans and manages program activities;
- Develops or assists in development of related policy;
- Evaluates and trains staff;
- Prepares or assists in preparation of program budget;
- Maintains contacts with individuals both within and outside of program who might impact program activities;
- Administers program and/or fiscal activities in accordance with statutory mandate;
- Directs deployment of field audit professionals;
- Develops and revises audit program and field work procedures;
- Reviews working papers;
- Designs and implements internal control and financial reporting structures and systems;
- Directs and monitors processing, settling and payment of claims;
- Determines and analyzes trends;
- Reviews pending and proposed legislation and advises Assistant Treasurer accordingly;
- Interprets and administers pertinent legislation;
- Recommends and drafts proposed legislation;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of professional experience in accounting or auditing.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Three (3) years of the General Experience must
have been in a supervisory capacity over professional staff.
NOTE: For state employees supervisory capacity
is interpreted at the level of a Supervising Accountant or Supervising Accounts
Examiner.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training in
accounting or a closely related field may be substituted for the General
Experience on the basis of fifteen (15) semester hours equalling one-half (1/2)
year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in
accounting or a closely related field may be substituted for one (1) additional
year of the General Experience.
SPECIAL REQUIREMENTS
Incumbents in this class must possess and retain
the designation of Certified Public Accountant (CPA) at the time of
appointment.
