PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for performing engineering and/or related duties in the design, location, construction, improvement and maintenance of state projects.

SUPERVISION RECEIVED

Works under the general supervision of an engineer or other employee of higher grade in the performance of routine tasks; receives closer supervision when performing more advanced tasks.

SUPERVISION EXERCISED

May lead lower level employees as assigned.

EXAMPLES OF DUTIES

Performs a limited range of related duties and is assigned in one or more of the following functional areas:

INVESTIGATION AND SURVEY: 

  • Surveys an area to develop maps and other engineering data relative to the use of the area; 
  • Carries out investigations to determine adequacy, condition and safety of engineering projects; 
  • Participates in public hearings; 
  • Prepares reports; 
  • Performs related duties as required.

CONSTRUCTION, IMPROVEMENT AND MAINTENANCE: 

  • Lays out limits of work; 
  • Assures that contractor carries out work in accordance with plans and specifications; 
  • Inspects engineering projects for conformance with accepted engineering standards; 
  • Notes unforeseen conditions; 
  • Recommends specific changes on original plans, specifications or design; 
  • Prepares daily reports; 
  • Performs related duties as required.

PLANNING AND DESIGN: 

  • Determines requirements, location and layout of facilities such as bridges, highways, airports, buildings (site, foundations, walls and structural members), erosion protection systems, sewage plants, soil structures (banks, dams and slopes), water systems and power plants exclusive of electrical and mechanical features; 
  • Prepares reports; 
  • Performs related duties as required.

SPECIAL ENGINEERING INVESTIGATIONS: 

  • Analyzes, develops and evaluates criteria, methodology, equipment utilized and data developed; 
  • Prepares reports; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Knowledge of
    • and ability to interpret relevant state and federal laws, statutes and regulations; 
    • and ability to apply physical and mathematical sciences; 
    • relevant engineering standards, principles and practices; 
    • principles and methods of land surveying; 
    • construction materials and methods used in airports, bridges, buildings, dams and hydraulic structures and highways;

    • review and interpret construction quantities and amounts on completed projects.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience in civil engineering.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in civil or environmental engineering may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • Successful completion of an Engineer Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some risk of injury or physical harm from highway or construction environments and a moderate degree of discomfort from year-round weather conditions.

COMPENSATION GUIDELINES

  • The classification of Civil Engineer 1 is assigned to Salary Group LS 19a.
  • Employees shall proceed through that Salary Group and then shall proceed to the maximum salary of Salary Group LS 20.
  • The Job Code is identified as Salary Plan IE in CORE-CT.
