PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for inspecting water purification, sewage and industrial waste treatment plants and industrial and hazardous waste storage and handling facilities for conducting sanitary surveys; inspecting public and semipublic water supplies; inspecting watersheds; investigating potential and existing sources of pollution control of public waterways and groundwater.

SUPERVISION RECEIVED

Works under the general supervision of an environmental engineer or environmental analyst or an employee of higher grade in the performance of routine tasks; receives closer supervision when performing more advanced tasks.

SUPERVISION EXERCISED

May lead lower level employees as assigned.

EXAMPLES OF DUTIES

  • Performs a limited range of related engineering duties;
  • Investigates for purpose of pollution control public waterways, industrial plants, public and private sewer systems, industrial waste treatment plants, sewage disposal plants, hazardous waste treatment, storage and disposal facilities;
  • Conducts field surveys and studies of topography, soil filtration, installation and operation of equipment;
  • Collects samples and takes flow measurements;
  • Prepares reports, sketches, plans and diagrams of factors affecting pollution problems;
  • Performs preliminary chemical analyses of wastes;
  • Confers with industrial and municipal officials concerning pollution problems;
  • Assists with surveys and investigations;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Knowledge of
    • principles, practices and methods of sewage and industrial waste treatment and water pollution control;
    • principles and practices of water resources, solid and hazardous waste treatment, storage and disposal;
    • principles and practices of other phases of environmental engineering dealing with water supply, water treatment, waste disposal, etc.;
  • Skills
    • interpersonal skills;
    • oral and written communication skills;
  • Ability to
    • conduct detailed engineering investigations and studies relating to pollution and pollution control;
    • prepare and review plans and sketches of industrial waste and sewage treatment facilities;
    • conduct and interpret chemical, bacteriological and microscopic analyses of water and wastes.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience in environmental engineering involving groundwater, the design, construction or operation of water, sewage, industrial, solid or hazardous waste treatment plants and equipment, the inspection and regulation of water supplies or the investigation of environmental and waterway pollution problems.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in civil, chemical or environmental engineering may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in civil, chemical or environmental engineering may be substituted for the General Experience.
  • Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.
  • Successful completion of an Engineer Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.

WORKING CONDITIONS

Incumbents in this class may be exposed to some risk of injury or physical harm from on-site environments and to a moderate degree of discomfort from year-round weather conditions.

COMPENSATION GUIDELINES

  • The classification of Environmental Engineer 1 is assigned to Salary Group FS 19a.
  • Employees shall proceed through that salary group and then shall proceed to the maximum salary of Salary Group FS 20.
  • The Job Code is identified as Salary Plan FE in CORE-CT.
