PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Public Health this class is accountable for inspecting water purification, sewage and industrial waste treatment plants and industrial and hazardous waste storage and handling facilities for conducting sanitary surveys; inspecting public and semipublic water supplies; inspecting watersheds; investigating potential and existing sources of pollution control of public waterways and groundwater.

SUPERVISION RECEIVED

Works under the general supervision of an environmental engineer or environmental analyst or an employee of higher grade in the performance of routine tasks; receives closer supervision when performing more advanced tasks.

SUPERVISION EXERCISED

May lead lower level employees as assigned.

EXAMPLES OF DUTIES

  • Performs a limited range of related engineering duties;
  • Conducts sanitary surveys and inspections of public and semipublic water supplies including surveys of watershed and factors which may affect purity of supply;
  • Inspects chlorination and filtration plants;
  • Reviews operating procedures;
  • Performs chemical, bacteriological and microscopic examinations and makes suggestions for improvement of methods and procedures;
  • Inspects methods of distribution and plumbing;
  • Checks such factors as back siphonage or cross connections;
  • Investigates and recommends approval of subsurface sewage systems, wells and bathing beaches;
  • Performs field tests;
  • Collects and analyzes samples;
  • Reviews plans for and operating procedures of water treatment plants, sewage disposal systems, swimming pools and bathing areas;
  • Prepares plans and sketches for water supplies and sewage systems;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Knowledge of
    • principles and practices of environmental engineering with reference to water supply, sewage and bathing places but not including sanitary aspects of industrial hygiene, milk production or insect control;
    • methods and practices of sewage treatment and water purification;
  • Skills

    • conduct detailed environmental engineering investigations and studies;
    • prepare and review plans and sketches of water and waste sewage treatment facilities;
    • conduct and interpret chemical, bacteriological and microscopic analyses of water and wastes.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience in environmental engineering involving groundwater, the design, construction or operation of water, sewage, industrial, solid or hazardous waste treatment plants and equipment, the inspection and regulation of water supplies or the investigation of environmental and waterway pollution problems.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in civil, chemical, or environmental engineering may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in civil, chemical, or environmental engineering may be substituted for the General Experience.
  • Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.
  • Successful completion of an Engineer Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.

WORKING CONDITIONS

Incumbents in this class may be exposed to some risk of injury or physical harm from on-site environments and to a moderate degree of discomfort from year-round weather conditions.

COMPENSATION GUIDELINES

  • The classification of Environmental Engineer 1 is assigned to Salary Group FS 19a.
  • Employees shall proceed through that salary group and then shall proceed to the maximum salary of Salary Group FS 20.
  • The Job Code is identified as Salary Plan FE in CORE-CT.
